Blind Youth Association Nepal (BYAN) is a non-political, non-religious, and not-for-profit organization established by blind and partially sighted youth in Nepal. BYAN works to promote the rights, inclusion, participation, and empowerment of persons with disabilities esp. children and young persons with disabilities through advocacy, capacity strengthening, leadership development, and community-based initiatives. The organization collaborates with local governments, schools, Organizations of Persons with Disabilities (OPDs), Civil Society Organizations (CSOs), and communities to advance disability-inclusive development and meaningful participation of children and young persons with disabilities.

Position Details

Position Title: Program Officer

Number of Positions: 1

Employment Type: Full-time

Contract Duration: Until 31 December 2026, with the possibility of extension based on performance and funding availability

Duty Station: Kathmandu with frequent travel to project districts (Surkhet and Kailali)

Reporting To: Program Manager/Executive Director

Project Background

Blind Youth Association Nepal, in partnership with CWIN Nepal and HRDC, is implementing a disability-inclusive project with financial support from Liliane Fonds. The project is being implemented in Kathmandu, Surkhet and Kailali districts. The project aims to advance the inclusion, protection, and empowerment of children and youth with disabilities across Nepal by strengthening disability-inclusive systems, improving access to rehabilitation and child protection services, promoting inclusive education, and enhancing the participation, agency, and empowerment of children and youth with disabilities.

Through a rights-based and collaborative approach, the project seeks to address the structural, institutional, and socio-cultural barriers that continue to limit the full inclusion of children and youth with disabilities in society.

The Program Officer will play a key role in ensuring effective implementation, coordination, monitoring, documentation, and reporting of project activities to achieve the intended outcomes and maintain compliance with organizational and donor requirements.

Key Responsibilities

  • Prepare and implement project activity plans in assigned project districts.

  • Coordinate and collaborate with children and young persons with disabilities, parents/caregivers, schools, resource classes, OPDs, CSOs, government agencies and partners. 

  • Facilitate meetings, orientations, awareness sessions, and child club activities for persons with disabilities.

  • Support schools and resource classes to enhance educational access, participation, and inclusion of children with disabilities.

  • Conduct regular field visits, monitoring, follow-up, and community mobilization activities.

  • Lead advocacy, networking, and stakeholder engagement initiatives at local, provincial, and federal levels.

  • Document project learnings, case studies, success stories, challenges, and field updates.

  • Prepare periodic narrative reports and maintain proper project documentation.

  • Ensure meaningful participation, child safeguarding, and disability-inclusive practices throughout project implementation.

  • Ensure strong visibility, documentation and coordination with the partners and donor agencies throughout the project period. 

  • Perform other project-related duties assigned by the organization.

Required Qualifications and Experience

  • Bachelor’s degree in social work, Education, Development Studies, Humanities, Sociology, Rural Development, or a related field.

  • Minimum three (3) years of relevant professional experience in community mobilization, disability inclusion, education, child rights, social development, or related sectors.

  • Experience working with OPDs, local governments, CSOs, and community-based development projects will be an advantage.

  • Good understanding of disability inclusion, child rights, and relevant national and international legal and policy frameworks.

  • Strong facilitation, communication, coordination, and interpersonal skills.

  • Excellent documentation and report-writing skills.

  • Proficiency in spoken and written Nepali and English.

  • Good computer skills, including MS Word, Excel, PowerPoint, email communication, social media handling, and online reporting tools.

  • Ability and willingness to travel frequently to project locations.
