Position Summary:
The Senior Project Coordinator (SPC) is responsible for providing strategic leadership, coordination, and oversight of the West Nepal: Sambridhee Paschim Phase 2 project to ensure quality, timely, and effective implementation of education, health and community-based interventions in alignment with project objectives, organizational standards, and donor requirements.
The role ensures that all project components are delivered in a coordinated, inclusive, and results-oriented manner, aligned with organizational standards, donor requirements, and local government priorities. It holds responsibility for overall planning, implementation oversight, monitoring, reporting, financial management, and stakeholder engagement across education and health programming streams, while ensuring strong integration of safeguarding, Gender Equality, Disability and Social Inclusion (GEDSI), and sustainability principles.
The role directly supervises the Education Development Coordinator & Health Officer and provides technical and managerial oversight to health-related field staffs and interventions, ensuring synergy between education and health outcomes at community level.
Description
Key Roles and Responsibilities:
Project Leadership, Planning and Integrated Management
Provide overall leadership, coordination, and management of education and health components of the projects to ensure achievement of project goals, outputs, and outcomes.
Lead the development of annual, quarterly, and monthly integrated implementation plans in coordination with the Program Director and field teams.
Ensure timely and quality implementation of all project interventions according to approved work plans, log frame, and donor requirements.
Ensure alignment of all interventions with national education and health policies as well as local government systems & priorities.
Ensure effective coordination and integration among project components and field teams.
Monitor project progress and ensure corrective actions are taken to address implementation gaps and challenges.
Ensure project implementation complies with organizational policies, donor regulations, project agreements, and government requirements.
Promote integrated programming approaches linking schools, health systems, and community structures.
Lead regular project review and reflection meetings to assess progress, identify lessons learned, and improve performance.
Technical Oversight and Program Quality
Overall, Health and Education Planning, Coordination and Capacity Strengthening:
Lead and support the Rural Municipality, schools, and health facilities in participatory planning and implementation processes, including development and review of LESP, LHP, SIP, AHP, and annual plans.
Provide technical support and facilitate RM annual planning workshops and related capacity strengthening activities.
Education Project Oversight:
Provide technical guidance and supervision to the project teams to ensure quality implementation of education interventions.
Ensure high-quality delivery of formal and non-formal education activities, teacher capacity-building programs, life skills training, and inclusive education initiatives.
Support the design, review, and contextualization of training packages, manuals, handbooks, and learning materials in line with the Nepal Government curriculum and local needs.
Ensure quality mentoring, coaching, and follow-up support to teachers, head teachers, School Management Committees (SMCs), Parent Teacher Associations (PTAs), and other education stakeholders.
Ensure evidence-based approaches are integrated into education programming and interventions.
Health Project Oversight:
Provide technical guidance and supervision to the project teams to ensure quality implementation of health interventions.
Promote integration of health promotion activities within schools and community settings.
Strengthen linkages between health facilities and community outreach systems.
Monitor quality and effectiveness of health service delivery.
Stakeholder Coordination, Partnership and Representation
Lead coordination and collaboration with federal, provincial, and local government stakeholders, including education and health sections of municipalities.
Build and maintain strong working relationships with schools, health facilities, SMCs, PTAs, education stakeholders, health workers, local leaders, and community groups.
Represent the organization in education and health coordination forums, meetings, and events.
Facilitate regular consultation and review meetings with stakeholders to strengthen ownership and accountability.
Advocate for integration of education and health interventions into municipal plans and budgets.
Monitoring, Evaluation, Accountability and Learning (MEAL)
Lead implementation of MEAL systems across education and health components.
Ensure accurate and timely collection, verification, analysis, and management of qualitative and quantitative project data.
Monitor project performance against targets, indicators, and results framework and recommend improvement actions.
Organize and facilitate annual/bi-annual review and follow-up meetings with the Rural Municipality and relevant stakeholders to assess implementation of LESP and LHP.
Monitor progress of action plans and ensure effective functioning of governance mechanisms at local level.
Conduct regular field monitoring visits to project areas to assess progress, quality, inclusion, and effectiveness of interventions.
Ensure data quality assurance and timely updating of project databases and records.
Support baseline, midline, endline evaluations, assessments, and learning reviews in accordance with organizational and donor requirements.
Analyze monitoring findings and facilitate learning, adaptation, and evidence-based decision-making.
Ensure accountability mechanisms and feedback systems are functional and accessible to beneficiaries and stakeholders.
Prepare and review monitoring reports and performance dashboards for management review.
Reporting, Documentation and Knowledge Management
Lead preparation and submission of high-quality periodic reports including monthly, quarterly, semi-annual, annual, and donor reports.
Ensure timely preparation of narrative and progress reports, integrating qualitative and quantitative achievements, challenges, lessons learned, and recommendations.
Review reports submitted by EDC & health staff and provide technical feedback for quality improvement.
Ensure proper documentation of best practices, success stories, case studies, and lessons learned.
Maintain organized project documentation and records to support compliance, learning, and audits.
Coordinate with technical experts, consultants, and project teams for quality reporting and documentation.
Budget Management, Administration and Financial Oversight
Lead preparation of annual, quarterly, and activity-based project budgets in coordination with finance and program teams.
Monitor budget utilization and expenditure against approved plans to ensure cost-effectiveness and financial accountability.
Review and approve project requisitions, activity budgets, procurement requests, and financial documentation in compliance with organizational procedures.
Ensure timely financial forecasting, expenditure tracking, and budget revisions as necessary.
Coordinate closely with the finance team to ensure accurate financial reporting and compliance with donor requirements.
Ensure efficient management and proper utilization of project resources and assets.
Team Management and Capacity Building
Provide leadership, supervision, mentoring, and performance management support to Education & Health project teams.
Facilitate staff planning, target setting, coaching, and periodic performance reviews.
Identify staff capacity gaps and support professional development opportunities.
Promote teamwork, collaboration, communication, accountability and continuous learning across project teams.
Safeguarding, Risk Management and Inclusion
Ensure all project activities comply with organizational safeguarding and inclusion policies, including Child Safeguarding (CSG), Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), Gender Equality, Disability and Social Inclusion (GEDSI), and Anti-Fraud/Financial Crime requirements.
Ensure safeguarding and inclusion principles are integrated into project planning, implementation, monitoring, and reporting.
Identify, assess, mitigate, and report project-related risks, including operational, safeguarding, reputational, and financial risks.
Ensure incident reporting mechanisms are functional and incidents are reported and managed according to organizational procedures.
Promote participation of marginalized and vulnerable populations including girls, Dalits, persons with disabilities, and disadvantaged groups.
Ensure survivor-centered, confidential, and ethical approaches in safeguarding case management.
Advocacy and Sustainability
Support integration of project interventions into local government education and health plans.
Strengthen capacity of Rural Municipality, schools, and health systems for long-term sustainability.
Support development and implementation of exit and sustainability strategies.
Advocate for improved education and health service delivery at local and provincial levels.
Professional Qualifications and Experience:
Bachelor’s degree in Education, Public health, Social Sciences, Development Studies, Project Management, or related field (Master’s degree preferred).
Minimum 5 years of post-qualification experience in education and/or health or integrated development programs, preferably in NGO/INGO sectors.
At least 1-2 years of experience in project coordination or management with supervisory responsibilities.
Demonstrated experience in education and/or health programming, preferably integrated community development.
Strong understanding of both education and health systems and government structures.
Experience in project cycle management, donor reporting, budget management, MEAL systems, and stakeholder coordination.
Prior experience coordinating with local governments, schools, health systems and development partners.
Strong analytical, report writing, facilitation, communication, and interpersonal skills.
Good command of MS Office applications, data management, and reporting tools.
Ability and willingness to travel extensively to remote project locations.
Preference will be given to candidates from the local community or project districts.
