Background
The Story Kitchen (TSK) is a not-for-profit-distributing company registered in September 2012 under the Companies Act, 2006 Nepal. TSK is looking for an individual to take the role of Finance Admin. & Human Resource Manager (FAHRM) who can take lead in different aspect of budget development, finance, administration and human resource management. Candidates from disadvantaged, socially excluded/marginalized, and minority backgrounds are encouraged to apply.
A) Major Responsibilities
In close coordination with and strategic guidance from the Program Lead and Organization Head (PL&OH), Finance Admin. & Human Resource Manager (FAHRM) will take lead on financial management, accounting, administration & human resource management to maintain transparent, accountable and responsible internal control system within organization. FAHRM will work closely with Program Lead & Organization Head and management team to maintain oversight on financial planning and decision-making. Below are the detail responsibilities:
1) Main Responsibilities:
Leadership of all aspects of organization’s financial management, administration, logistic and human resource management.
Establish monitor systems and build finance and administration staff’s capacity to ensure accurate and auditable accounting records and administrative works for all projects and administration.
Establish and monitor procurement systems that ensure Project and Administration procurement follows organizational policy, donor and government regulations.
Monitor assets management systems to ensure that Project and Administration assets are functional, tracked and properly dispose and write-off in case of unrepairable.
Ensure that all staff have detail and clear job descriptions and staff are being timely and properly evaluated and renewal of appointment letter for continued staff.
Ensure that the TSK’s Policies and procedures is implemented, reviewed and updated with organizational preferred practices aligning generally accepted accounting principles.
Establish and monitor systems to ensure the proper archiving and security of organization’s data, information including financial records and documents.
Coordinate with Program team for preparation annual budget, project budget, budget forecasts, budget revision and sharing budget utilization status and provide necessary support.
Conduct audit (external/internal) and ensure that audit recommendations are implemented.
Lead role to support TSK’s project partners in financial capacity building and ensure donor compliance.
Line manage finance staffs and partner staff and uphold our values and staff code of conduct at all times.
2) Financial and Administrative Management including procurement
Review financial transactions with supporting documents and finalize financial statements for all projects and administration to ensure the reports are submitted to management and funding partners within the stipulated timeline and submission to government authority as and when required.
Lead role on development of financial plans, budgets and forecasts, finalize budget for new project proposals, review budgets of ongoing projects.
Review and ensure that all financial transactions have been made complying organizational processes and procedures.
Participate (minimum of review) in the preparation/revision of all budgets prior to finalization and support program team leaders, program staff in budget analysis to ensure early identification of any issues of compliance or under/over spending.
Analysis the organization’s administration budget availability and required for the year i.e. sharing staff, common cost budget etc.
Ensure procurement process adhere TSK's procurement policy and comply with donor requirement.
Ensure that accounts (receivables/payables) and cash/bank reconciliation have been done routinely basis and conduct surprise spot checks to ensure an effective cash/bank account management.
Provide guidance and develop new tools and systems to strengthen financial controls and risk management
3) Human Resource Management
Lead role on recruitment process, publish vacancy announcement notice, finalizing the compilation sheet of applicants, shortlisting in coordination with program, conduct written test, interview, notification to candidates (selected/unselected), documentation of all the process
Issue employment/service contract letter, ensure for conducting the Probation period Performance Evaluation, documentation, follow up, issue staff renewal letter, JD, issue ID Card, ID card’s recording/maintain logbook.
Implement a performance management system, and follow up to get the periodic performance evaluation report from respective department/line managers and ensure the standard set by the organization.
Ensure of all performance evaluating staff are informed and familiar with the forms and formats to be used for performance evaluation and known the procedures to conduct the evaluation.
Ensure all staff’s periodic performance target has been set and staff are informed in the process of evaluation.
Review performance management system as per the requirement to make it more effective and measurable.
Responsible for informing to staff on timely for their continuation or discontinuation and maintain outgoing staff’s documentation (exit interview, assets hand over, receive staff clearance form and ID card return).
Oversee for dealing with Insurance company for timely ensured the staff and assets insurance
Provide the charging ratio of time contribution to all staff before starting the quarter and months which is applicable.
Monitor for maintaining the e-attendance record, leave record, time/work sheet record of all staff and ensure sharing staff time contribution and salary charged ratio.
Responsible for the preparation of staff’s tax calculation sheet and monthly payroll salary sheet considering the attendance and leave records and their contract period.
Develop mechanisms to ensure regular communication and planning of priorities takes place within the team.
Provide training and coaching to the finance team and partner organization's staff as per organizational capacity building plans.
Provide induction to new staff (finance and other) on TSK‘s financial and administrative management functions, policies and procedures.
Uphold TSK codes of conduct and staff policies at all times personally and within your team
4) General Administration and contribute to Strategy and Direction
Responsible for organizational renewal in concerned/associated government bodies and up-to-date all registrations, renewal and legal compliances.
Contribute to strategic planning and organizational management as a team player
Support Program Lead & Organization Head, Program Coordinators and senior management in the governance, oversight and direction from the point of view of finance, administration and human resource management.
Actively engage as a member of senior management team for the strategic growth and program expansion of TSK.
Create and maintain a values-based ethic to ensure that TSK's values, codes of conduct, policies and standards and ensure these are understood clearly by all staff and adhered in practice.
B) Required qualifications, knowledge and experience:
The applicant should have a minimum of Master’s degree in Account or Finance with at least 7 years of working experience in finance and accounting field in I/NGOs sector in a senior supervisory/management position/s or Bachelor’s Degree with at least 10 years of working experience in finance and accounting field in development sector in a senior supervisory/management position/s.
Experience of managing and leading accounts and finance of national level NGOs or INGOs.
Have knowledge on monitoring and supervision of financial performance of organization
Familiar in development project management and excellent in organizational management skills, budgeting and accounting software FAMAS experience.
Knowledge of EU, UK Aid, UN, GIZ funded project’s financial management will have added value along with donor reporting on financial management.
Excellent communication skills (reading, writing, listening and speaking) in both English and Nepali.
Excellent people/interpersonal skills including listening, communication, coordination, collaboration and influencing.
Proven leadership and self/people management skills.
Demonstrated ability to work under reasonable pressure, deadlines, and multiple strategic and operational priorities.
Expertise in analyzing data and translating them into easily understandable user-friendly information.
Skilled at solving problems using innovative approach.
