ROLE PURPOSE:
The Project Sub Engineer is responsible for the planning, implementation, supervision, and quality assurance of civil infrastructure projects in project areas of Taplejung. The role focuses on school building construction, WASH facilities, water supply systems, school gardens, foot trails, and other community infrastructure. The incumbent will ensure that all construction activities comply with approved designs, engineering standards, project timelines, budgets, and organizational quality requirements while working closely with local governments, school communities, contractors, and project stakeholders.
Description
ACCOUNTABILITIES:
Design & Project Planning
Conduct site assessments, technical surveys, and feasibility studies.
Prepare and review engineering drawings, designs, BoQs (Bill of Quantities), cost estimates, and technical specifications.
Verify construction quantities and material requirements.
Support procurement by preparing technical specifications and assisting with tender documentation.
Ensure designs comply with national building codes, engineering standards, and organizational guidelines.
Construction Management & Site Supervision
Supervise day-to-day construction activities across project sites.
Ensure contractors execute works according to approved drawings, specifications, quality standards, and work plans.
Monitor construction progress against project schedules and recommend corrective actions where required.
Provide on-site technical guidance to contractors, skilled workers, and community construction committees.
Verify completed works and certify construction progress for payment processing.
Quality Assurance, Safety & Compliance
Conduct regular site inspections and quality control checks throughout project implementation.
Ensure compliance with engineering standards, environmental safeguards, and occupational health and safety requirements.
Inspect construction materials and verify quality before and during use.
Carry out stock verification and monitor proper utilization of construction materials.
Identify technical risks and implement corrective measures to maintain construction quality.
Coordination & Stakeholder Engagement
Coordinate closely with Rural Municipalities, government technical offices, School Management Committees (SMCs), School Construction Committees (SCCs), contractors, suppliers, consultants, and community groups to ensure smooth project execution.
Participate in technical meetings and represent the organization on engineering-related matters.
Build technical capacity of local stakeholders by providing guidance on construction quality, maintenance, and compliance.
Support community participation throughout project implementation.
Documentation, Reporting & Contract Administration
Maintain accurate site records, inspection reports, measurement books, material registers, and project documentation.
Prepare periodic progress reports, technical reports, completion reports, and project handover documentation.
Verify contractor quotations, bills, work completion certificates, and supporting technical documents.
Assist in contract administration, payment verification, and advance settlement processes.
Maintain proper documentation for audits and donor compliance.

REQUIRED ACADEMICS & EXPERIENCE:
Bachelor's degree in Civil Engineering with a minimum of 2 years of relevant experience, OR
Diploma in Civil Engineering with a minimum of 6 years of relevant experience.
Experience in civil infrastructure construction, project implementation, or site supervision.
Experience in school building construction, WASH facilities, water supply systems, or community infrastructure projects.
Experience coordinating with School Management Committees, School Construction Committees, local governments, and contractors.
Experience working in remote or geographically challenging areas of Nepal is highly desirable.
Experience in NGO/INGO-funded infrastructure projects will be an advantage.
SKILLS:
Good communication skills in both English and Nepali (written and spoken).
Sound knowledge of civil engineering principles, construction methodologies, materials, and national building standards.
Proficiency in AutoCAD, MS Office, and standard engineering software.
Ability to prepare BoQs (Bill of Quantities), cost estimates, technical reports, and engineering documentation.
Strong analytical, problem-solving, and organizational skills.
Ability to work independently in remote field locations with frequent travel.
Strong commitment to quality, accountability, and timely project delivery.
Preference will be given to candidates from the local community or project districts.
