The National Association of People Living with HIV in Nepal (NAP+N) is a national network established in 2003 and led by people living with HIV (PLHIV). It works in partnership with community-based organizations and local networks across Nepal to address the challenges of HIV and AIDS. NAP+N aims to strengthen community systems, ensure access to healthcare, and uphold the rights and dignity of PLHIV and key populations through advocacy, prevention, care, and support.
NAP+N is implementing the Community-Led Monitoring (CLM) initiative in 10 districts: Jhapa, Sunsari, Parsa, Dhanusha, Kathmandu, Chitwan, Kaski, Rupandehi, Kapilbastu and Kailali. This project aims to empower communities to monitor, evaluate, and improve HIV services through data-driven advocacy.

Contract Duration: Initially up to 31st December 2026 and possibilities of extension depending upon the performance
Roles and Responsibilities
The District Focal Person (DFP) will execute the district level program activities maintaining proper documentation and quality reporting. The role involves close coordination with district-level partners, community-based organizations, and relevant stakeholders to ensure the collection and use of accurate and meaningful data to improve HIV services and accountability.
The District Focal Person (DFP) will support effective implementation of the CLM project at the district level by coordinating community engagement, collecting and validating data, and collaborating with stakeholders to improve service delivery. The DFP will work closely with Community Leaders, and organizations working on HIV, TB and Malaria along with government organization under the supervision of the M&E Associate and Program Officer.
Key Responsibilities
- Implement CLM activities in line with SOPs, CLM Toolkits, and project log-frame.
- Support formation and mobilization of CLM task groups, including KP community structures, government officials and community leaders.
- Supportive supervision to CLM Leaders to collect User Feedback Forms (UFF) and facilitate Focus Group Discussions (FGDs) & Key Informant Interviews (KIIs).
- Coordinate with local authorities and stakeholders to identify service gaps and improve referral systems.
- Lead orientation and engagement meetings with community members and peer leaders.
- Prepare and submit weekly and monthly work plans and reports as per requirements.
- Participate in review meetings and share district-level progress, challenges, and recommendations.
- Ensure timely collection and secure storage of physical and cloud-based data in coordination with the M&E team.
- Organize stakeholder consultations and contribute to cluster roadmap development.
- Document case studies and support data-driven advocacy initiatives at the district level.
- Collaborate with the Program Unit for regular updates, feedback sharing, and capacity building sessions.
- Other works assigned by M&E Associate and Program Officer.
Required Qualifications and Competencies
- Minimum academic qualification of Intermediate (+2) or Proficiency Certificate Level (PCL) from a recognized institution. Candidates with SEE/SLC qualifications may also apply if they have at least five years (5) of relevant work experience in HIV related programs or community health initiatives.
- A Bachelor’s degree in Public Health, Social Work, Development Studies, Sociology, or a related field will be considered an added advantage.
- Demonstrated knowledge of key population groups and issues affecting people living with HIV (PLHIV), Tuberculosis (TB), and Malaria-affected communities.
- Strong skills in community mobilization, facilitation, stakeholder coordination, documentation, and reporting.
- Proficiency in Microsoft Office applications and familiarity with mobile-based data collection and reporting tools.
- Excellent interpersonal, communication, and organizational skills.
- Willingness and ability to travel within the assigned district and work effectively in diverse and community settings.
