1. Organizational Context
CDECF Nepal is a local civil society organization working on environmental conservation, community development, Livelihood enhancement, Early Warning System, and Disaster Risk Reduction (DRR). CDECF is a grantee under the PROAACT regional initiative, receiving technical guidance from ICIMOD and UNEP. PROAACT focuses on locally led anticipatory action for climate resilience, social cohesion, and stability across the Ganges and Indus Basin in Nepal.
This role is critical for tracking project performance, ensuring compliance with ICIMOD/UNEP reporting standards, and documenting evidence on Nature-based Solutions (NbS) and Water-Energy-Food-Environment (WEFE) Nexus interventions.
2. Job Purpose
The M&E and Documentation Officer will be responsible for supporting effective planning, implementation, learning, and keeping track of and reporting on project activities in collaboration with the Programme Manager. This position ensures that data is collected, analyzed, and utilized to demonstrate the effectiveness of anticipatory actions in mitigating climate risks and promoting peace. She will be responsible for high-quality reporting to ICIMOD and the EU, and for capturing success stories, case studies, and lessons learned from community-level interventions.
3. Key Responsibilities
A. Monitoring & Evaluation (60%)
MEL System Implementation: Roll out the project-specific MEL plan aligned with ICIMOD’s regional framework and donor requirements, focusing on outcome-level indicators for climate resilience and social stability.
Indicator Tracking: Develop indicator reference sheets and track progress against the project's Logical Framework and Results Framework, including GESI (Gender Equality and Social Inclusion) disaggregated data.
Data Collection Tools: Design and adapt data collection tools (surveys, KIIs, FGDs) specifically for anticipatory action, early warning systems, and Nature-based Solutions (NbS).
Field Data Management: Supervise field enumerators; ensure timely data entry and validation using digital tools (KoboToolbox, ODK, or MS Excel). Conduct regular Data Quality Assurance (DQA) spot checks.
Project Evaluation: Participate in mid-term and endline evaluations in coordination with ICIMOD’s Independent Evaluation Unit (IEU).
Performance Reporting: Prepare monthly, quarterly, and annual Programme Performance Reports (PPRs) for submission to ICIMOD, ensuring alignment with the EU/UNEP partnership guidelines.
B. Documentation & Knowledge Management (25%)
Success Stories: Identify, write, and edit compelling human-interest stories and case studies showcasing how anticipatory actions have protected livelihoods and reduced conflict over resources (WEFE Nexus).
Technical Documentation: Document the process and outcomes of Training of Trainers (ToT) workshops, community consultations, and hotspot identification exercises.
Knowledge Products: Develop fact sheets, photo essays, policy briefs, and learning materials for dissemination among local governments and regional partners (ICIMOD).
Meeting Documentation: Record minutes of Project Steering Committee (PSC) meetings, review meetings, and reflection workshops; track action points for implementation.
C. Learning, Adaptation & Compliance (15%)
Learning Reviews: Facilitate quarterly After-Action Reviews (AARs) and reflection sessions with the CDECF team and community groups to adapt implementation strategies based on real-time data.
GESI Integration: Ensure all M&E processes capture data on social inclusion, conflict sensitivity, and the differential impacts of climate change on women, youth, and marginalized groups .
Grievance Redress Mechanism (GRM): Operationalize the project’s GRM, ensuring community feedback is logged, addressed, and reported to management.

5. Key Performance Indicators (KPIs)
Timeliness: 100% of donor/ICIMOD reports submitted by the deadline.
Data Quality: Error rate below 5% in M&E databases during DQA audits.
Documentation: Minimum 4 case studies/success stories produced per quarter, approved by ICIMOD.
Compliance: Zero major non-compliance findings in partner audits regarding data management.
Capacity Building: 80% of project staff and local partners trained in M&E tools and reporting templates.

Internal: CDECF Executive Director, Programme Manager, Admin and Finance Officer and Social Mobilizer.
External: ICIMOD (Regional MEL team and Thematic Leads), UNEP, Local Government (Municipalities/Rural Municipalities), CSO partners.
