JWAS Nepal Vacancy for Agriculture/NRM Officer

Position Title: Agriculture/NRM Officer

Location: Janakpur, Dhanusha district, Madhesh province, Nepal

Reports To: Team leader

Work closely with: Field staffs, Consortium partners, Local Government and private sector

Overview:

The Agriculture/NRM Officer will play a key role in implementing the project "Civil Society for Nature-Based Local Agri-Food Systems (CS4FS)." This position involves: supporting 5,000 marginalized households across 3 Municipal level and Madhesh province level in adopting regenerative agricultural practices, building the capacity of farmer groups, stakeholders and municipal level staffs to enhance food security through nature-based solutions.

Key Responsibilities:

1. Project Implementation

  • Provide overall leadership in technical planning, design, and implementation of project activities related to regenerative agriculture, natural resource management (NRM), and sustainable livelihoods.

  • Provide technical support to the projects within the province of responsibility covering sectors such as agriculture, WASH, governance, nutrition. Conduct and deliver training to farmer groups, model farmers and CBOs on regenerative agriculture and agroecological practices, including climate-resilient approaches. Coordinate the establishment and operationalization of 50 model farms and 150 farmer’s learning sites as demonstration and knowledge-transfer hubs. Develop Detail Implementation Plan (DIP) and workplan of the project. 

  • Ensure efficient and timely implementation of the project in line with the detailed implementation plan and budget to achieve the outcome of the project 

  • Experience in leading and mobilizing field teams for efficient project delivery.

2. Capacity Building and Advocacy

  • Build the technical capacity of farmer’s groups, CBOs, and local government officials on sustainable agriculture and natural resource management.

  • Organize and participate in exposure visits, workshops and dialogues with stakeholders to promote project initiatives.

  • Support CBOs in advocacy efforts for regenerative agriculture policies at municipal and provincial levels.

  • Develop action plan to address staff capacity building needs and measures in line with project’s demand.

3. Monitoring and Reporting

  • Together with consortium partner, support in MEAL framework development and implementation.

  • Monitor field activities to ensure compliance is met with project goals and timelines.

  • Collect and analyze data on soil health, agricultural productivity and adaptation measures for reporting and documentation.

  • Prepare periodic technical and activity reports for internal and external stakeholders.

  • Assist in technical assessment and studies for knowledge creation, new project concept development and project quality monitoring.

  • Develop comprehensive and of high-quality project reports (quarterly, annually, final) and send to respective colleagues in country office.

  • Support country office in financial monitoring of projects in assigned province.

  • Collect and document best practices, case studies, stories and photos.

  • Ensure the MIS database is maintained properly.

4. Stakeholder Coordination

  • Coordinate with consortium partners to ensure timely and productive project implementation, meetings and exchanges (at least on a quarterly basis) is the key responsibility

  • Develop and implement local government stakeholder engagement strategies and action plans for the working areas.

  • Support the integration of project objectives into governments local development plans and strategies. Coordinate with local and provincial governments for the planning and budget allocation for local agri-food systems and collaborate with them to implement the plan. 

  • Collaborate with ecopreneurs to establish value chains for regenerative agricultural inputs and products.

Qualifications and Experience:

  • A minimum of a Bachelor’s degree in Agriculture, Environmental Science, Natural Resource Management (NRM), Forestry, or a related field. Master’s degree in Agriculture is preferred.

  • At least 7 years of professional experience in agricultural development, sustainable livelihoods promotion, natural resource management, or climate-resilient agriculture. Experience in agricultural research will be an added advantage.

  • Strong understanding of regenerative agriculture, agroecology, and climate-resilient farming practices.

  • Proven experience in working with marginalized communities and facilitating participatory capacity-building programs.

  • Demonstrated skills in project cycle management, stakeholder coordination, and policy advocacy.

  • Familiarity with relevant national frameworks and policies, including the Local Adaptation Plan of Action (LAPA) and the Right to Food and Food Sovereignty Act.

  • Experience working in the Madhesh Province in areas aligned with the above thematic expertise is an asset.

  • Proficiency in Nepali, English, and local languages (such as Maithili) is highly desirable.
