Hilly Region Development Campaign (HRDC) is going to implement the Education project in Jajakot District. This project is funded by the Alison Cornell in partnership with CARE, Nepal to improve access to education facilities in Nalgad Municipality, Kushe Rural Municipality and Barekot Rural Municipality of Jajarkot District. Thus, HRDC invites applications from suitable Nepali candidates for the following full-time position for Education project.

1. Designation: Engineer -1 (One)

Job Purpose:

Engineer is responsible for working closely with HRDC and other district-based staffs to implement CARE program and activities effectively on time to meet given objectives. The engineer will focus on the design, cost estimate, monitoring and evaluation of school buildings and community buildings.

Reports to: Program Coordinator/Executive Director

Job Responsibilities, Main Duties

The Engineer will be based in Nalgad Municipality, Barekot Rural Municipality and Kushe Rural Municipality in Jajarkot. He will work in the direct supervision/management of the Program Coordinator in the Project site office. He will work in close coordination/collaboration with relevant government institutions based in the District/Rural Municipality to ensure necessary involvement and/or ownership of the relevant stakeholders. 

A. Planning and budgeting 

  • Lead in effective planning, budgeting, monitoring and supervision of Education project in Building construction in accordance with the Project design, log frame, guidelines, framework, policies and country priorities.

  • Design and supervision of rehabilitation/construction of the government/state/palikas guidelines.

  • Assess and Support School Management Committee for their overall management (program and organizational) capacity building on school construction and management

  • Implementation of projects in accordance with the Building Code and Implementation Guidelines.

  • Developing cost effective and result oriented plans in collaboration/consultation with the local level Governments for immediate and long-lasting changes in the lives of community people and targeted communities. 

  • Identify gaps in the infrastructure in the project sites and recommend for appropriate corrective actions and follow up on functionality. 

  • Work with Local Government, Ward, SMC, and Local community to establish operation and maintenance regime to ensure sustainability. 

  • Ensure optimal utilization of resources, cost effectiveness and accountability on site. 

  • Compilation and submission of comprehensive and accurate reports (weekly, monthly, quarterly) within the set deadlines. 

  • Consistent budget monitoring, building program-spending forecasts for finance unit.

  • Provide training and orientation to enhance the technical capacity of project staffs, Palika people and stakeholders on supervision and maintenance of the structures with the collaboration of other team and stakeholders.

B. Implementation 

  • Ensure quality construction/renovation of all building, assets, ensuring good maintenance and sustainable processes are put in place. 

  • Carry out active supervision of works as per the specifications of the design and BoQs. 

  • Carryout actual onsite measurement of works to be used for payment purposes. 

  • Contribute to any redesign of works and review of BoQs where necessary. 

  • Review and validate as-built drawings/BOQs for all planned constructions and rehabilitations.  

  • Implement plan with the quality & budget as stipulated in the detail implementation plan and phased budget. 

  • Track budget vs expenses on monthly basis. Develop corrective action plan if required and ensure its implementation. 

  • Build capacity of field staffs, government people for quality implementation,

  • Fulfil all the project compliances and requirements

C. Monitoring, Reporting and Documentation

  • Conduct regular field visits with appropriate tools and checklists, including interaction with beneficiaries to learn about program effectiveness and needs of the beneficiaries and ensure the project implemented as quality benchmark.

  • Closely monitor progress of works in line with the approved SMC/construction committees work plans and methodology statements.

  • Supervision of skilled and unskilled labour and construction committee to ensure compliance to the contractual agreements and design specifications

  • Take lead in timely preparation and submission of project progress reports 

  • Timely submission of monthly/bimonthly/quarterly reports on achievements as per work plan submitted through the project activities plan. 

  • Supervise the implementation of the entire infrastructure and prepare completion certificates.

  • Any other necessary Engineering services within the project as may be deemed necessary during the specified period for the execution of the tasks therein. 

  • Assist line manager to prepare and submit periodic reports (Semi-annual, Annual & other relevant) on time.

  • Document key learning from information produced through implementation, monitoring, evaluations and accountability mechanisms.

  • Generate monthly quality monitoring field visit reports (project/ program intervention), quarterly output reports and project tracking (activities planned vs. achievements) report and submit to Program Coordinator/ED

  • Document innovative approaches, best practices, and lesson learned, etc.

D. Coordination, Collaboration and Networking in the field:

  • Stay abreast of political, social, economic and cultural developments that have an impact on access to and quality of education.

  • Strengthen networking and coordination at Nalgad Municipality, Barekot Rural Municipality and district level for resource maximization.

  • Close coordination with the marginalized community network at Palikas and district level for long lasting impact to the Maternity service.

E. Leadership and Team Development:

  • Motivate staffs and make sure that they have clear understanding on the project’s objectives, results, and Co- relation of outcomes, outputs and interventions in Building Construction program.

  • Provide management and technical support to project staffs on Building construction related activities and issues.

  • Day to day supervision of technical staff under him/her including mentoring, coaching and appraisals. 

  • Support to program director to ensure staffs are clear on their assigned tasks and zero tolerance policies.

  • Design and develop training manual, internal protocol/guidelines/leaflets and facilitate in building capacity of partners, and stakeholders for effective implementation of the projects.

6. Qualifications and experiences

  • Bachelor’s degree in Civil Engineering from a recognized university.

  • Minimum 2 years of hands-on experience in construction of Buildings projects.

  • Strong understanding of structural Drawing, Construction Sites planning and engineering aspects of buildings construction.

  • Proficiency in construction planning tools, AutoCAD, MS Project, perfect in IPC billing or similar software is preferred.

  • Experinece in construction of build projects using CSEB

  • Flexible and motivated to work in remote communities of Nepal

  • Valid 2-wheeler driving liscence preferred

2. Designation: Sub Engineer-1(One)

Job Responsibilities, Main Duties:

The Sub-Engineer will be based in Nalgad Municipality, Barekot Rural Municipality and Kushe Rural Municipality in Jajarkot. He will work in the direct Filed Level of the Engineer in the Project site office. He will work in close coordination/collaboration with relevant government institutions based in the District/Rural Municipality to ensure necessary involvement and/or ownership of the relevant stakeholders.

Reports to: Engineer / PC /Executive Director

  • Prepare the drawing and cost estimation of toilet and other engineering structures as per the site conditions

  • Ensure the construction of School Building in compliance with the design, drawing and specification

  • Ensure plumbing, sanitary and electrification work of School Building are as per the standard drawing and specification

  • Carryout layout of building and prepare bar bending scheduling as per the approved drawing

  • Prepare procurement plan of construction materials and ensure timely delivery of materials at site

  • Prepare running bill and measurement of quantity of construction work

  • Verify the running bill prepared by Contractor

  • Ensure health and occupational safety of workers at construction site

  • Coordinate with contractor and school management committee for timely construction of contracted building

  • Timely reporting to Project Coordinator about the project actively and related issue

  • Prepare and follow strictly the site-specific work schedule 

Qualifications and Experiences

  • Diploma in Civil Engineering from recognized institution/University

  • At least 2 years of experience in building construction specially in Frame structure building

  • Prior experience in working with contractor is essential

  • Preference will be given to prior experience in School Building/Health Facility construction approved by DUDBC

  • High level of interpersonal skills, willingness to work in team under high pressure of workload.

3. Logistics & Finance Officer – 1 (One)

Key Responsibilities: The Logestic & finance officer will be based in Khalanga 50% and 50% of Nalgad Municipality, Barekot Rural Municipality and Kushe Rural Municipality in Jajarkot District. This position will be overall responsible to ensure functional, effective & efficient accounting & financial system and timely preparation and submission of reports to donor. This position holder will be working closely with organization’s Project Coordinator, Logistics and Management Team to run the smooth operations of accounting and financial management

Reports to: Finance Manager/PC/ED

Preferred Qualifications and Experience: Bachelor’s degree in accounting or business management with At least 2 years and +2 management with at least 4 Years of work experience in similar position. 

  • Accurately and timely preparation of vouchers and other financial transactions with proper documentation smoothly and effectively.

  • Prepare payments by check or other banking transactions and ensure proper processing of monthly payroll of employees and advances in line with organizational and donor requirement and deadline.

  • Forecast cash needs and prepare monthly wire transfer request; and sending it to CARE Nepal /HRDC Office.

  • Operate FAMAS accounting system accurately and ensure regular backup with proper maintenance. 

  • Produce specific finance reports at the request of CARE, Nepal Program and HRDC.

  • Prepare budgets, amendments and forecast working with the Program Coordinator and management team.

  • Ensure that funds are received on time and released from donor agencies as per the approved plan. If so, then inform to authorize officer HRDC for acknowledgement.

  • Ensure compliance with program and organizational policies, guidelines and donor requirement. 

  • Compare ongoing levels of expenditure on program against budget lines, and provide timely advice of likely over or under spends to Programme Coordinator and Management team.

  • Provide technical support to project staff in financial management & accounting; support for training and orientation in finance and accounting.

  • Prepare or assist to prepare all necessary contractual documents and ensure that the contract documents are complete.

  • Participate in project staff meeting and share the financial status.

  • Assist Program Coordinator, Executive Director and Executive Committee in the preparation of contracts, annual, semi-annual and quarterly plan to inputs and reporting.

  • Facilitate and conduct in internal audit represented from donor agencies and implement the suggestions/comments given by auditors.

  • Prepare statement of VAT.

  • Excellent ability to synthesize, understand and communicate complex issues effectively to non-finance staff.

  • Evidence of practical experience in logistics within the field of supply chain management (basic procurement, clearance of cargo, transport, asset management, etc.)

  • Sound judgement and an ability to effectively prioritise multiple tasks in a constantly changing environment.

  • Ability to adopt a pro-active approach to problem solving working closely with both the senior colleagues as required and offering solutions as appropriate.

  • Ability to integrate and work well within multi ethnic and multicultural teams.

  • Strong knowledge of development especially on spreadsheet, and database management.

  • Negotiation, interpersonal and organization skills.
