Core Function:

Habitat for Humanity International Nepal's commitment to combating the disproportionate impact of climate change and climate-induced disasters on vulnerable populations is underscored by empirical evidence demonstrating the heightened vulnerability of marginalized communities. Several studies highlight the increased susceptibility of marginalized groups in Nepal to climate-related challenges due to limited resources, inadequate infrastructure, and socio-economic disparities. Habitat Nepal's focus on innovative climate-smart housing solutions is in direct response to these challenges, aiming to provide safe and sustainable housing to marginalized communities affected by climate-induced disasters. The Manager - Climate Justice   and Disaster Risk Reduction (DRR) plays a crucial role in providing strategic leadership for Climate Justice  , disaster risk reduction and overseeing ongoing projects, conducting risk analyses, building partnerships, and supporting policy dialogues to ensure the implementation of effective solutions in Habitat Nepal's East Office.

Description

Essential Duties and Responsibilities: 

Strategic Leadership:

  • Develop and communicate a clear vision and strategy for Habitat Nepal’s Climate Justice and DRR programs in aligned with housing and land rights programs and market system development.

  • Ensure that Climate Justice and DRR programs align with the organization's mission, goals, and values.

  • Provide guidance and direction to staff and partners to effectively implement Climate Justice and DRR programs.

  • Monitor and evaluate the progress of Climate Justice and DRR programs to ensure they are on track to achieve their objectives.

  • Identify and address challenges and opportunities in the implementation of Climate Justice and DRR programs.

  • Initiate and lead strategic partnerships with development partners, donors, think tanks, and the private sectors to stimulate coordination and collaboration. 


Program Development:

  • Lead the design of innovative approaches to address climate crisis and disaster risks.

  • Identify funding opportunities and develop proposals to secure funding for Climate Justice and DRR programs.

  • Establish partnerships with government agencies, NGOs, and other stakeholders to enhance the impact and reach of Climate Justice and DRR programs.

  • Ensure that Climate Justice and DRR programs are culturally sensitive and contextually appropriate.

  • Monitor and evaluate the effectiveness of Climate Justice and DRR programs and make adjustments as needed.


Monitoring and Evaluation:

  • Develop and implement monitoring and evaluation systems for Climate Justice and DRR programs.

  • Collect and analyze data to assess the impact of Climate Justice and DRR programs.

  • Ensure that monitoring and evaluation findings are used to inform decision-making and program improvements.

  • Ensure that accountability mechanisms are in place for Climate Justice and DRR programs.

  • Report on the progress and impact of Climate Justice and DRR programs to internal and external stakeholders.


Capacity Building:

  • Identify training needs for Habitat Nepal’s staff, partners, and communities in Climate Justice and DRR. 

  • Develop and deliver training programs to build capacity in Climate Justice and DRR linking with housing and land rights. 

  • Provide technical support and guidance to staff, partners, and communities in implementing Climate Justice and DRR programs.

  • Monitor and evaluate the impact of capacity building efforts and make adjustments as needed.

  • Foster a culture of continuous learning and improvement within the organization.


Advocacy and Networking:

  • Represent Habitat Nepal in relevant forums, networks, and coalitions related to Climate Justice and DRR.

  • Follow climate and environmental negotiations, global processes (e.g. COP, UNFCC, interagency processes) particularly impacting the most marginalized populations. 

  • Advocate for policy change and action to address climate crisis and disaster risks.

  • Build and maintain relationships with government agencies, NGOs, and other stakeholders to promote Climate Justice and DRR initiatives.

  • Share knowledge and best practices with other organizations working in the field of Climate Justice and DRR.

  • Raise awareness about the importance of Climate Justice and DRR and mobilize support for Climate Justice and DRR programs.


Financial Management:

  • Develop and manage the budget for Climate Justice and DRR programs.

  • Monitor expenditure to ensure that funds are used efficiently and effectively.

  • Prepare financial reports on the status of Climate Justice and DRR program funding.

  • Ensure compliance with donor requirements and organizational policies and procedures.

  • Identify opportunities to secure additional funding for Climate Justice and DRR programs.


Supervision and Team Management:

  • Provide leadership and guidance to the Coordinator - Climate Justice and DRR and other team members.

  • Set clear expectations and goals for team members and provide regular feedback on performance.

  • Foster a positive and inclusive work environment that encourages collaboration and innovation.

  • Support the professional development of team members through coaching and mentoring.

  • Resolve conflicts and address issues within the team in a timely and effective manner.


Documentation:

  • Prepare regular reports on the progress and impact of Climate Justice and DRR programs for internal and external stakeholders.

  • Ensure that reports are accurate, timely, and meet the needs of stakeholders.

  • Use monitoring and evaluation data to inform reporting and highlight achievements and challenges.

  • Share reports with relevant stakeholders and solicit feedback for program improvement.

  • Document lessons learned from Climate Justice and DRR programs and incorporate them into future programming.


Cross-cutting Initiatives:

  • Collaborate with other teams within Habitat Nepal to integrate Climate Justice and DRR into broader program priorities, including housing and land rights and market system development. 

  • Identify synergies and opportunities to link Climate Justice and DRR programs with cross-cutting themes, including gender equality, disability and social inclusion, environment and social governance, conflict sensitivity and volunteering for development. 

  • Share knowledge and best practices with other teams to enhance the impact of Climate Justice and DRR efforts.

  • Take the lead for the mainstreaming of Climate Justice and DRR principles and approaches across all Habitat Nepal’s programs and initiatives.

Education Qualification and Professional Experience

  • Master's degree in a relevant field such as environmental science, climate change, development studies, social work or a related field.

  • 5+ years of experience in the design, implementation, and monitoring of Climate Justice and DRR programs, preferably in an international NGO context.

  • Strong understanding of climate change, disaster risk reduction, and climate justice issues, with a commitment to social justice and equity.

  • Proven track record of successful program development, fundraising, and partnership building.

  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.

  • Strong leadership and team management skills, with a commitment to building a positive and inclusive work environment.

  • Understanding of earthquake and flood-resistant design and construction of confined masonry, reinforced masonry, CSEB, and cement bamboo frame technology for construction of houses. 

  • Experience working with federal, provincial, and local governments.

  • Experience working with international non-profit organizations is advantageous.

  • Skilled networker who is able to collaborate with NGOs, government entities, private sector actors, etc.

  • Project management skills, including ownership over milestones, work plans, and reporting.

  • Managerial skills to supervise, mentor, coach Habitat Nepal’s team and implementing partners' team.

  • At least one publication related to climate justice and DRR.

  • Fluency in English and Nepali, both spoken and written.

  • Excellent communication and presentation skills.
