VACANCY ANNOUNCEMENT Date: September 6, 2026
Social Development Forum (SDF), a non-governmental organization with a 26-year presence in Banke District, is currently implementing the HATEMALO for Child Wellbeing and Integrated Development Project in Janaki and Narainapur Rural Municipalities in partnership with World Vision International (WVI) Nepal. SDF is now preparing to implement a new project, “WASH in School (WISH) – Clean Start,” in Janaki Rural Municipality, Banke, in partnership with WVI Nepal with support from World Vision Hong Kong. The project aims to improve access to safe, inclusive WASH facilities in 10 schools of Janaki RM by combining infrastructure improvements with hygiene promotion and community engagement.
To implement this project, SDF invites applications from qualified and motivated Nepali citizens for the following positions, to be based in Janaki RM, Banke:

Position 1: Project Officer – WASH (Engineer)

Duty Station: Janaki Rural Municipality, Banke (with field travel to school construction sites)
Contract Duration: 11 months (October 2026 – September 2027)
Reports To: Program Coordinator, in technical coordination with the WVI Nepal Infrastructure team
Position Overview
The Project Officer – WASH (Engineer) will plan, supervise and monitor WASH construction activities in the project schools - including toilet construction, water supply systems and handwashing stations - ensuring compliance with WVI Nepal's construction quality standards, Government of Nepal policies and industry norms. The position holder will be responsible for day-to-day supervision of contractors or school management committees (depending on the implementation modality), technical quality assurance and coordination with school authorities and local government.
Key Responsibilities
Program Management (30%)
Develop the detailed project implementation plan, phased budget and procurement plan for construction works and track progress against the agreed timeline.
Coordinate with the supply chain team on procurement of construction goods and works and support the Procurement Committee through the sourcing process.
Hold regular team and contractor meetings, monitor safety and safeguarding compliance and identify and mitigate project risks.
Technical & Quality Assurance (50%)
Conduct site safety assessments and ensure construction sites meet project and national standards.
Ensure all construction is child-, gender- and disability-friendly and compliant with the national building code.
Prepare drawings, estimates, BOQs and material specifications; verify quality of materials and workmanship at site.
Prepare and verify contractor running bills and track construction progress against the work schedule.
Collaboration & External Engagement (10%)
Coordinate with school stakeholders, local government and the WVI Nepal District Coordinator, Sectoral Lead and Infrastructure team.
Represent project achievements and good practices in district-level forums as relevant.
Documentation & Reporting (10%)
Prepare and submit quarterly, semi-annual and final project reports; maintain construction-related documentation, photos and records.
Prepare handover documents and operation & maintenance plans with school authorities.
Qualifications and Experience
Diploma in Civil Engineering from a recognized institution.
At least 5 years of experience in construction projects, including building construction and WASH infrastructure.

Reports To: Program Coordinator
Key Responsibilities
Orient local government representatives, health workers, teachers, WASH committees, parents and other community stakeholders on project objectives.
Support the formation and mobilization of School WASH Committees and student-led WASH clubs for peer education and hygiene awareness.
Facilitate hygiene promotion sessions and handwashing demonstrations in schools, ward offices and health facilities.
Coordinate with WASH committees, teachers, ward chairpersons, ward secretariats and other local stakeholders.
Organize meetings, group discussions, orientations and training for parents, teachers, WASH committees and local government in coordination with the Program Coordinator.
Collect and prepare project data and draft and submit reports as required.
Ensure all activities uphold child protection and safeguarding policies and promote inclusion of women, girls, marginalized groups and persons with disabilities.
Support community preparedness for WASH-related emergencies (floods, epidemics, water contamination) through awareness and contingency planning.
Qualifications and Experience
+2 level (or equivalent) in any academic stream.
At least 2 years of relevant work experience in health, WASH or education sectors.
Experience working with schools, children or community-based WASH/hygiene promotion preferred.
Good communication skills in Nepali; working knowledge of English an advantage.
Familiarity with Banke district and local communities; local residents preferred.
Proficiency in basic computer applications (Word, Excel, PowerPoint).
Willingness to travel frequently for field visits; a two-wheeler license is an advantage.

Nepali citizen with legal right to work in Nepal.
