The Program Summary

On 26 August 2026, a glacier and rockfall avalanche near the Rasuwagadhi border triggered a catastrophic debris-flow flood along the Bhotekoshi–Trishuli corridor, severely affecting Rasuwa, Nuwakot, and Dhading, districts. Search and rescue operations led by NDRRMA and other responders are ongoing. The disaster has resulted in significant loss of life, injuries, displacement, and extensive damage to infrastructure and livelihoods. Thousands of affected people are facing critical shortages of shelter, water, food, and sanitation supplies. Mercy Corps Nepal is responding to the disaster supporting the affected families with immediate relief and enabling recovery.

The Position

The Response Coordinator will offer technical assistance to the project, supporting the emergency response for the flooding in Rauswa, Nuwakot and Dhading. The coordinator will work under the direct supervision of the Country Director and will collaborate closely with the implementing and technical partners, as well as the Financial Service Provider. The coordinator will also establish strong relationships with humanitarian actors, agencies active in the targeted municipality and districts, and government officials to ensure the quality of project interventions, focusing mainly on the timely completion of activities within the given timeframe, avoiding sporadic distribution of support, and providing comprehensive support to selected households to meet multiple needs.

Essential Responsibilities

The specific duties and responsibilities of the Emergency Response Coordinator include, but are not limited to, the following:

  • Lead the implementation of humanitarian response activities in accordance with the project plans, budgets, and timelines.
  • Ensure effective coordination and close engagement with stakeholders to lead project implementation, including endorsing vulnerability criteria and selecting beneficiaries.
  • Support execution of agreements with partner/s and Technical and Financial Service Providers (T/FSP) for project interventions.
  • Work with partners to undertake rapid market assessments to deploy sectoral CVA assistance, identify appropriate modalities for cash and voucher assistance, and produce reports.
  • Ensure project interventions adhere to quality standards, humanitarian principles, and organizational policies.
  • Extend technical support to partners through the MCN finance unit on financial and procurement procedures for CVA, disbursement mechanisms, and mobilization.
  • Support mobilization of T/FSPs for the deployment of digital CVA modalities.
  • Support orientation for vendors and enumerators, register flood-affected targeted households, and generate reports through TSP.
  • Facilitate the redemption of CVA assistance through electronic vouchers and cash transfers, working alongside T/FSPs.
  • Assist in undertaking Post-Distribution Monitoring (PDM) within two to four weeks of support through call centers.
  • Lead issue logs and ensure the project accountability matrix is duly established for accurate targeting and CVA programming.
  • Manage partner relations, facilitating regular coordination meetings to review progress, address challenges, and ensure timely implementation.
  • Participate in technical meetings with local authorities, clusters, NGOs, and relevant institutions.
  • Work closely with the Country CARM focal person to ensure participants, communities, and stakeholders are oriented on CARM and safeguarding, and that issues are managed per MC policy.
  • Prepare the project work plan and detailed implementation plan.
  • Track budget expenditure and prepare weekly, monthly, and final reports.
  • Lead the learning process of documentation and capture case stories from the field.

Safeguarding Responsbilities

  • Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Supervisory Responsibility

  • Monitoring, Evaluation and Learning Officer

Accountability

  • Reports Directly To: Country Director
  • Works Directly With: Program Quality and Partnership Manager, Country CARM Focal point, and project technical partner team members as required.

Minimum Qualification & Transferable Skills

  • Bachelor’s degree in development studies, environmental science, Social Science, or any other relevant fields. Master’s Degree preferred
  • At least 5 years’ experience of humanitarian/emergency response, recovery and inclusion especially in implementation with a strong background on coordination with multiple stakeholders and humanitarian program management for government, national or international non-government agencies.
  • Experience working in cash transfer modalities including both cash and vouchers, with specific experience and/or knowledge of digital cash transfer options.
  • Experiences working in partnerships; coordination among different stakeholders and organizations at local and provincial levels is required.
  • Good understanding of humanitarian contexts, humanitarian coordination system, humanitarian standard and principles and humanitarian accountability initiatives in Nepal.
  • Demonstrated ability to work in complex environments under tight deadlines.
  • Strong partnership management skills, including capacity to coordinate with teams remotely.
  • Excellent spoken and written English and Nepali language skills and ability to interact effectively with international and national staff.
