Organizational Context

IFRC also adheres to strict child safeguarding principles. The IFRC is currently present in Nepal through a Country Delegation (CD – first established in 1965 with a presence through regional representation at times), providing support to Nepal Red Cross Society (NRCS) programmes and National Society development (NSD) amongst as well as emergency response, other areas. The longer-term mission of the Nepal Delegation is to facilitate organisational growth, technical capacities, partnerships, and resource mobilisation that enable Nepal Red Cross Society to deliver on its humanitarian mandate in the country through the provision of technical support, advocacy, representation and coordination functions, in accordance with Strategy 2030, the IFRC Renewal and annual Operational Plans. The Country Delegation also provides integration services to six IFRC members with a presence in Nepal. On 26 August 2026, a major ice-rock avalanche occurred in the upper Bhote Koshi watershed near the China–Nepal border, resulting in an historically powerful flash flood that advanced from the border down the entire length of Nepal along the Bhote Koshi and Trishuli River basins. This position is being hired to response to the operational requirements of the Flash Flood 2026 response operation, within a Federation-wide operation.

Job Purpose

This position is focused on providing support to Country Delegation Nepal and movement partners in Nepal in the area of Procurement; the incumbent is considered an integral part of the support system of Nepal Red Cross Society both in the assigned sector as well as the overall capacity building of the National Society. As such it is expected that the incumbent works cooperatively with NRCS when called upon to support.

Job Duties and Responsibilities

  • Ensure and focus to plan, co-ordinate and organize country level IFRC procurement activities in full compliance with IFRC Procurement Procedures and best practices to enable a high quality, efficient and cost-effective procurement process that meets the requests of the services users.
  • Assist and guide to procurement colleagues in maintaining International Federation standard procurement practices keeping records to full audit trail standard.
  •  Support on all types of Local Procurement activities and its supply chain management and also procurement planning with detail mapping and forecasting on procurement.
  • Provide Procurement progress updates timely manner.
  • Ensure with all the LR- specifications and scope of work in coordination with requester and delegate some of the requisitioning/Procurement to Logistics officer.
  •  Plan, co-ordinate and organize country level IFRC procurement activities in full compliance with IFRC Procurement procedures and best practices to enable a high quality, efficient, and cost -effective procurement process that meets the requester requirement.
  •  Provide suggestions, feedback and advice wherever require on procurement and other logistics issue for IFRC, PNSs and NRCS as well.
  • Coach and provide technical tips to Logistics Officer as well as NS and PNS Procurement colleagues on Procurement processes, way forward and training/orientation wherever requires.
  •  Supervise, monitor and review on all the documents for Procurement processes which NRCS commence under IFRC budgets and ensure its compliance with IFRC Procurement manual.
  •  Participate Procurement planning meetings and provide Procurement update report as and when required to IFRC management. And monthly reports to Global Humanitarian Service and Supply Chain Management- Asia Pacific, Kuala Lumpur & Global Humanitarian Service and Supply Chain Management-Dubai.
  • Ensure in obtaining minimum three quotations, preparation of a Comparative Bid Analysis, and advise in recommending purchasing, with all information being systematically recorded in Purchase Committee minutes where appropriate.
  • Ensure that the preparation and submission of appropriate supporting documents to the Committee on Contracts at the National level
  •  Ensure in liaising with relevant field level operational partners and governmental bodies and keep up to date with local market conditions/survey/assessment to enable delivery of most efficient procurement service.
  •  Liaise with suppliers, service providers and other relevant stakeholders regarding delivery of supplies or services and keeping all parties informed of any changes in a timely manner.
  •  Prepare and present procurement files to local Committee of Contracts and submit required documents to/through Global Humanitarian Services and Supply Chain Management (GHSSCM), Asia Pacific, Kuala Lumpur for technical approvals/GVA CoC approval.

  •  Ensure that quality control/checks are conducted for all items, materials, or tools procured and delivered by suppliers, that they all meet specifications stated in contracts, are fit for the intended purpose, and have appropriate inspection certificates, when required.
  • To carry accountability for ensuring that all procured goods and services are compliant with IFRC regulations and quality standards, are fit for purpose and inspection compliant.
  • Liaise and co-ordinate with the relevant departments/functions regarding delivery of supplies and keep all parties informed of any changes in a timely manner.
  •  Ensure in the maintenance of an accurate and up-to-date supplier information database for regularly purchased items and keep updated on local market conditions. Assist and maintenance records of the new supplier assessment and performance of the existing suppliers.
  •  Ensure the maintenance of a good professional working relationship with suppliers and inspection companies.
  • Maintain and be responsible for the compilation and regular updating of pipeline goods and disseminate it to all functions and departments as appropriate.
  • Assist in the preparation of regular, timely and accurate narrative and financial/procurement reports for the International Federation and for timely submission to donors.
  •  Financial accountability: when/if working advances (WA) are provide, be accountable for all funds received and provide the IFRC standard reports on them.
  •  Apply and implement a full anti-corruption risk mitigation in all procurement transaction and dealings with Vendors.
  •  Perform emergency duties as required and be available for during holidays if the situation so warrants.
  •  Ensure all the IFRC Procurements are in line with best established Procurement cycle.

Education

  • Bachelor’s degree or similar professional OR relevant areas

Experience

  • 5-6 years of professional experience in Logistics/Procurement with a sound understanding of national and international policies. Sound experience in managing procurement, logistical systems, and IT management, including budgeting and financial tracking experience
