Status: Seasonal/Temporary. Initial four-month appointment, with posible extension subject to additional funding, continued operational need, satisfactory performance, required approvals, and applicable employment law.

Background/Organizational Context:

Helen Keller Intl works to eliminate preventable vision loss, blindness, and malnutrition. In Nepal, recent flooding in the Bhotekoshi River basin has caused significant damage to lives, livelihoods, infrastructure, and essential services across affected districts. Vulnerable populations, including children, pregnant and lactating women (PLW), older persons, and marginalized communities, require immediate humanitarian assistance as well as support for early recovery.

Helen Keller Intl is implementing an integrated flood response and recovery initiative focusing on nutrition, food security, cash assistance, psychosocial support, coordination, and restoration of essential services. Effective coordination with government authorities, humanitarian clusters, development partners, and local stakeholders is critical to ensure a timely, efficient, and accountable response.

To support these efforts, Helen Keller Intl seeks a Manager, Humanitarian Response to lead coordination, representation, information management, and response oversight at federal, provincial, district, and municipal levels.

Scope of the Position:

The Manager, Humanitarian Response, will provide overall coordination and technical leadership to ensure effective planning, implementation, monitoring, and reporting of humanitarian and early recovery interventions under the Bhotekoshi Flood Response and Recovery Plan. The Manager will serve as the focal point for engagement with federal government agencies, humanitarian coordination structures, and implementing partners. The position is initially linked to the four-month emergency response. The appointment may be extended if additional funding is secured, the operational need continues, performance is satisfactory, and all required organizational, donor, and Government of Nepal approvals are obtained, in accordance with applicable employment law.

Humanitarian Coordination and Representation

  • Serve as the primary focal point for coordination with federal, provincial, district, and local government authorities.

  • Represent Helen Keller Intl in humanitarian coordination forums, meetings, and stakeholder consultations.

  • Coordinate closely with

Cluster Engagement and Inter-Agency Coordination

  • Actively participate in relevant humanitarian clusters and working groups, including

  • Support coordinated needs assessments, response planning, and resource mobilization efforts.

  • Promote complementarity and avoid duplication among humanitarian actors operating in affected areas.


Project Coordination and Oversight

  • Coordinate implementation of emergency response and recovery interventions across target districts.

  • Ensure timely execution of planned activities in accordance with approved budgets and implementation plans.

  • Monitor progress against targets and identify operational bottlenecks requiring corrective actions.

  • Facilitate regular coordination meetings with implementing partners and field teams.

  • Support deployment and supervision of consultants, field staff, and partner organizations.

  • Oversee transparent beneficiary targeting, verification, registration, and assistance delivery, with priority given to the most vulnerable flood-affected households.

  • Oversee multipurpose cash assistance where markets and payment systems function, and locally procured food and nutrition assistance where cash delivery is not feasible.

  • Coordinate nutrition screening, counselling, referral, treatment support, and follow-up for children with acute malnutrition, pregnant and lactating women, and other priority groups.

  • Ensure post-distribution monitoring and timely corrective action based on beneficiary feedback, market conditions, access constraints, and protection risks.

  • Coordinate closely with Program, Nutrition, Finance, Operations, Grants and Contracts, Security, and Monitoring and Evaluation teams to resolve implementation bottlenecks.


Information Management and Reporting

  • Establish and maintain an updated response tracking system.

  • Compile and analyze information from partners and field teams.

  • Prepare situation updates, coordination briefs, progress reports, and donor reports.

  • Support development of beneficiary tracking, activity monitoring, and response dashboards.

  • Document lessons learned, good practices, and emerging response needs.

  • Track project results against approved targets and ensure donor reports are accurate, timely, and supported by verified data and documentation.

  • Ensure beneficiary information is collected, stored, shared, and protected in accordance with Helen Keller policies and applicable data protection requirements.


Response Planning and Early Recovery

  • Support development and refinement of response and recovery strategies based on evolving needs.

  • Facilitate rapid assessments and post-distribution monitoring.

  • Coordinate identification of recovery priorities with government and communities.

  • Support transition planning from emergency response to early recovery and resilience-building interventions.

  • Provide recommendations for future humanitarian programming and preparedness activities.

Partnership and Stakeholder Engagement

  • Maintain effective communication with local NGOs, community-based organizations, UN agencies, and donor representatives.

  • Strengthen collaboration between government entities and implementing partners.

  • Facilitate joint field visits, monitoring missions, and review meetings.

  • Promote accountability to affected populations and community participation throughout implementation.

  • Manage local NGO partnership, including joint work planning, budget and deliverable monitoring, safeguarding, reporting, field verification, and timely resolution of performance or compliance issues.


Monitoring, Accountability, and Compliance

  • Ensure activities comply with organizational, donor, and government requirements.

  • Monitor implementation quality and adherence to humanitarian principles.

  • Identify risks and develop mitigation measures.

  • Support complaint and feedback mechanisms to ensure accountability to affected populations.

  • Monitor the project budget with Finance and ensure spending is timely, reasonable, properly documented, and consistent with the approved donor budget.

  • Coordinate procurement and logistics planning based on verified needs, market assessments, access conditions, and government and cluster guidance.

  • Maintain controls to prevent fraud, diversion, duplication, exclusion, sexual exploitation and abuse, and other harm to affected people.

  • Ensure confidential and accessible complaints and feedback channels are communicated to affected communities and that concerns are referred and addressed promptly.


Required Qualifications & Competencies
:

Skills & Experience: 

Education & Experience

  • Bachelor’s degree required; advanced degree or technical certification preferred in Public Health, Disaster Management, Development Studies, Social Sciences, International Development, or related field.

  • Minimum 5–7 years of experience in humanitarian response, disaster management, emergency coordination, or related fields, including 2+ years managing projects.

  • Demonstrated experience working with NDRRMA, HEOC, MoHP, MoHA, humanitarian clusters, and development partners.

  • Experience coordinating multi-sector humanitarian programs.

  • Strong understanding of Nepal's disaster management and humanitarian coordination architecture.

  • Experience working with government agencies, UN agencies, INGOs, and local NGOs.

  • Excellent written and spoken Nepali and English language skills.

  • Proficiency with Microsoft Excel, Word, and PowerPoint.

  • Ability to work independently in a dynamic and complex environment. 

  • Ability to maintain composure and balance while working under pressure.

  • Strong planning, analytical, and problem-solving abilities.

  • Strong communication and facilitation skills in English and Nepali.

Working Conditions
:

Travel:

Regular travel to affected areas of Rasuwa, Nuwakot, and Dhading districts as required.

Field deployment is subject to security clearance, safe access, required briefings, and confirmation of appropriate medical, accident, and insurance arrangements.
