Reports to: Project Implementation Lead
Supervises: Enumerators, data-entry personnel, feedback desk staff or consultants assigned for assessments and monitoring; no permanent direct reports initially.
Travel / deployment: Frequent (normally 50–60%) to assessments, distributions, construction sites and communities.

About the Project
Habitat for Humanity Nepal works with communities, governments and partners to advance safe, adequate and resilient shelter and housing. Following the 2026 flash floods, the Humanitarian Response, Recovery and Resilience (HR3) Project supports a pathway from emergency shelter to early recovery and safer, climate- and disaster-resilient housing. Initial implementation will focus on Rasuwa and Nuwakot, with Dhading or other approved affected locations added as needs and funding evolve.
Position Overview
Build and operate an integrated Monitoring, Evaluation, Accountability, Learning (MEAL) and documentation system that gives HR3 timely, credible and safe evidence for decisions, demonstrates results to affected people, government and donors, and preserves learning from relief through recovery. The role provides independent verification while ensuring that community feedback and disaggregated data shape implementation.
Essential Duties and Responsibilities:
MEAL system and assessments
Develop and maintain the project MEAL plan, indicator reference sheets, data-flow map, reporting calendar, monitoring tools, sampling approaches, data-quality plan and clearly defined roles aligned with the approved results framework and theory of change.
Design and manage rapid assessments, beneficiary verification, detailed damage assessments, baseline/endline or outcome studies, post-distribution monitoring, cash monitoring and shelter-use/quality monitoring.
Maintain a secure participant database that distinguishes unique households from multiple service instances and supports safe deduplication and disaggregation.
Configure practical digital and paper tools, version control, consent language, validation rules, backups and access permissions for low-connectivity field conditions.
Verify outputs and completion evidence independently and report discrepancies without pressure to validate unsupported results.
Analyze monitoring, feedback and contextual data to identify emerging needs, risks, gaps and implementation bottlenecks and support timely management decisions
Accountability to affected populations
Establish accessible, confidential and culturally appropriate feedback and complaints channels, including options usable by women, children, elderly, persons with disabilities and people without digital access.
Maintain a feedback register with categorization, consent, referral, response standards and closure confirmation; separate sensitive complaints and restrict access.
Analyze feedback trends and present actionable findings in project meetings while protecting identity and confidentiality.
Support communities to understand assistance criteria, entitlements, limits, timelines, staff conduct and how to appeal or report concerns.
Documentation, evidence and learning
Produce verified dashboards, situation updates, assessment briefs, maps, learning notes and report inputs that reconcile program, technical and financial records.
Collect human-interest stories, photographs and quotations only with informed consent, dignity, safeguarding and data-protection controls; coordinate external publication with RDComms.
Facilitate after-action reviews, reflection sessions and evaluations and track agreed learning actions to closure.
Maintain an organized evidence archive and audit trail covering tools, raw/clean datasets, approvals, reports, feedback, verification and learning products.
Coordination and stakeholder engagement
Coordinate data standards and information exchange with local governments, DDMCs/LDMCs, NDRRMA, the Nepal Shelter Cluster and approved partners while following data-sharing protocols.
Train and coach project and partner teams on indicators, data collection, accountability, consent, data protection and evidence requirements.
Work with the Engineer on technical quality evidence, Community Engagement on safe access and participant verification, and Finance/Admin on reconciled assistance and procurement records.
Coordinate donors and Habitat Network reporting evidence with Resource Development, Communications and the Program Director; do not release unapproved figures publicly.
Monitoring, reporting and learning responsibilities
Run routine data-quality checks, field spot checks and source-document verification; maintain a corrective-action log.
Provide weekly operational dashboards during active response and monthly results analysis during recovery, highlighting reach, gaps, timeliness, quality, feedback and risk.
Ensure reports disaggregate data by sex, age, disability and other relevant vulnerability characteristics where safe and appropriate.
Track recommendations from monitoring, evaluations, audits and learning reviews and report overdue management actions.
Education, Professional Experience, and Skill Sets
Education and Professional Qualification
Bachelor’s degree in statistics, economics, social sciences, development studies, information management, public health, engineering, or another field relevant to MEAL and humanitarian data.
Training in monitoring and evaluation, accountability, research methods, data protection, or humanitarian information management is an advantage.
Fluency in Nepali and strong written and spoken English.
Professional Experience
At least four years of relevant MEAL, information management, accountability or applied research experience, including at least two years supporting humanitarian, disaster-recovery or complex field programs.
Demonstrated experience designing digital data tools, managing databases, conducting data-quality checks, and analyzing quantitative and qualitative data.
Experience operating community feedback mechanisms and handling sensitive information appropriately.
Experience producing donor-quality reports, dashboards, assessment briefs, maps, case studies or learning products under short deadlines.
Technical and Functional Skills
Results frameworks, indicator design, survey methods, sampling, data quality, qualitative inquiry, accountability to affected populations and utilization-focused learning.
Strong Excel and at least one mobile data platform such as KoboToolbox/ODK. Competence in Power BI, GIS, SPSS, R or similar tools is beneficial.
Clear analytical writing and data visualization; able to explain uncertainty, limitations and discrepancies.
Independence, accuracy, confidentiality, constructive challenge and a strong service orientation to field teams and communities.
Ability to work rapidly without lowering verification, consent or data-protection standards.
Preferred / desirable experience
Experience in shelter/settlements, housing recovery, cash assistance or post-disaster damage assessment.
Knowledge of Nepal Shelter Cluster information-management practices, Sphere/CHS commitments or Habitat global metrics.
Experience collecting ethical multimedia content and coordinating with communications teams without conflating communications with MEAL verification.
Experience training enumerators or partner MEAL teams in remote locations.
