About the Role

​CBM Global Nepal has initiated a humanitarian response in areas affected by the devastating flash floods in the Bhotekoshi River and downstream river systems. The response covers affected communities in the Rasuwa, Nuwakot, and Dhading districts and focuses on mental health and psychosocial support (MHPSS), basic needs assistance, provision of assistive devices, rehabilitation services, and advocacy and technical support to ensure the inclusion of persons with disabilities in the overall humanitarian response.

The Finance and Administration Officer is responsible for overseeing the overall financial and administrative functions of the humanitarian response project, working in close coordination with the Country Office Finance and Administration teams.

​S/he ensures effective financial management of the project by monitoring the utilization of project budgets in line with approved work plans, and CBM Global’s policies and procedures. S/he works closely with partner organizations to provide guidance and support on grant management, financial reporting, and compliance. Additionally, s/he provides administrative and procurement support as needed to ensure the efficient functioning of the country office and successful implementation of the project.

Key Responsibilities

Financial Management

  • Oversee the financial management of the project in close coordination with the project team and partner organizations
  • Establish, implement, and maintain financial procedures and internal controls in line with organisational policies and applicable laws and regulations.
  • Review financial documents, receipts, invoices, and supporting documentation to ensure transactions are accurate, complete, valid, verifiable, and authorized.
  • Monitor financial risks and recommend corrective actions to ensure sound financial management.​

Budget Management

  • Monitor partner budget implementation rates in relation to fund transfers and ensure timely disbursement of project funds to partners.
  • Support periodic budget reviews, revisions, and amendments as required.
  • Prepare monthly forecasts, budget plans, and expenditure reports in collaboration with project teams.
  • Analyze budget variances and provide recommendations to support effective financial decision-making.​

Partner Support

  • Ensure partner staffs are aware and comply with the statutory regulations, CBM policies and guidelines, and partnership agreements.
  • Provide required support to the partners for effective management of project finances, preparation of financial reports and others as required.
  • Validate partners’ financial transactions to ensure accuracy, completeness and timeliness.
  • ​Guide and monitor procurement processes in the partner organizations.
  • Conduct monitoring of field activities in collaboration with the project team and partner organization, as necessary

Admin and Procurement Support

  • ​Provide administrative, logistical, and operational support for country office and project activities.
  • Support procurement processes in the country office.
  • Process vendor invoices and ensure timely payment in accordance with organizational procedures​

Safeguarding

  • ​Accountable for ensuring that all children and adults who come into contact with CBM Global’s programmes are safeguarded to the greatest extent possible.
  • Responsible for ensuring compliance to all aspects of the CBM Global Safeguarding policy and associated standards and procedures.​

Experience and knowledge

  • Minimum 3 years of experience in finance and operations, preferably in International NGOs.
  • Demonstrated experience in project financial management, including budgeting, financial controls, financial monitoring, reporting. etc.
  • Experience in partner management and support.
  • Experience working with humanitarian response and/or recovery projects
  • Sound knowledge of financial management principles, accounting standards, and applicable laws and regulations.​

Skills/competencies/personal qualities

  • Strong planning and organizational abilities with a results-oriented approach.
  • Excellent analytical skills with the ability to interpret and present financial information effectively.
  • Competent in using office packages and accounting software.
  • Flexibility and adaptability to changing work demands in emergency contexts.
  • Strong interpersonal, communication, and stakeholder management skills.
  • Willingness to learn, adapt, and respond to dynamic environments.

Qualifications, training, and education

  • ​Bachelor’s degree in management, accounting or relevant field of study.
  • Master’s degree preferred.
