ROLE SUMMARY

The Construction Officer is responsible for ensuring the successful, timely, and cost-effective completion of school construction projects in rural areas of Nepal, ensuring compliance with Nepal National Building Codes and local regulations; monitoring progress against schedule and budget; maintaining strong communication and coordination among stakeholders; safeguarding site safety and security; and providing technical guidance and expertise to construction teams. 

KEY RESPONSIBILITIES

1. Visit proposed sites to assess feasibility and prepare required documentation.

2. Work with Architects/Engineers to review and approve construction plans, ensuring compliance with design, regulatory, and local requirements.

3. Prepare construction schedules, cost estimates, and material specifications.

4. Supervise construction activities to ensure compliance with approved plans, specifications, and building codes.

5. Track project progress, identify risks or delays, and take corrective action; manage resources and monitor spending against budget to ensure timely, within-budget completion.

6. Set up Construction Coordination Committees (CCC) in each community and coordinate with local authorities, communities, and stakeholders to secure permits, clearances, and utilities, and to support local participation and ownership.

7. Guide contractors and construction teams on technical issues, resolving queries and promoting quality workmanship.

8. Enforce safety measures and carry out inspections and quality checks to ensure adherence to construction standards.

9. Hold regular progress meetings with stakeholders to communicate updates and resolve issues.

10. Maintain accurate records (site logs, measurements, change orders, as-built drawings) per the UWS Construction Manual, and submit weekly progress reports on status, budget, and deviations.

11. Manage handover of completed school buildings to relevant authorities.

QUALIFICATION, EXPERIENCE AND SKILLS

  • Diploma in Civil Engineering from a recognized institution / CTEVT certificate in the related field.
  • 3 years of experience in the supervision of construction work, preferably for I/NGOs
  •  Proficiency in office software packages (MS Word, Excel, Google Suite, etc.)
  •  Working knowledge about computer aided drafting software like AutoCAD or ArchiCAD etc.
  •  Understanding and experience in remote rural areas of Nepal.
  • Ability to build and maintain positive relationships with community stakeholders.
  • Good problem-solving and organizational skills.
  • Should hold valid two wheelers driving license.
