Duty station: Kathmandu, with frequent and potentially extended deployment to Rasuwa District and other emergency-affected locations as required.

Internal relations: Under the joint supervision of the Programme Director and Administration and Finance Officer. Works closely with the Emergency Response Officer and other programme and administrative staff.

External relations: Suppliers, transport companies, service providers, local authorities, project partners, community representatives and relevant humanitarian actors.

Duration and type of contract: 6 months, with possibility of extension for an additional 6 months subject to operational needs, satisfactory performance and availability of funding.

Nationality: Nepali

Reference gross salary/month: NPR 50,000–55,000 gross/month excluding Dashain pro rata allowance, depending on qualifications and relevant experience.

Field travel and accommodation related to official deployments are covered separately in accordance with ASIA procedures.

Purpose of the role

The Emergency Logistics Officer ensures the timely and compliant procurement, transportation, storage, tracking and delivery of goods and materials required for ASIA’s emergency response in Rasuwa District.

Working under the joint supervision of the Programme Director and Administration and Finance Officer, the post holder manages emergency procurement and supply-chain processes, identifies suppliers and transport solutions, organizes the movement of relief materials to affected areas, maintains logistics and distribution documentation and supports the establishment and functioning of field operations.

This is a strongly operational role requiring frequent travel to Rasuwa, close daily coordination with the Emergency Response Officer and the ability to solve logistical problems rapidly in a changing emergency environment without compromising transparency, documentation or compliance.

Requirements

Training: Diploma or university degree in Business Administration, Management, Commerce or another relevant field. A specialisation or postgraduate qualification in Logistics or Supply Chain Management is an advantage. Substantial relevant professional experience may compensate for formal educational qualifications; a bachelor’s degree is not an absolute requirement.

Management / organizational skills: Strong organization, planning and problem-solving ability. Capacity to manage simultaneous procurements, suppliers, transport arrangements and deliveries under tight deadlines while maintaining accurate documentation and compliance.

Technical knowledge: Procurement procedures; supplier sourcing and rapid market assessments; requests for quotation, quotation analysis and bid comparisons; purchase orders and supplier follow-up; transport planning; stock and warehouse management; inventory, delivery and distribution documentation; and asset management. Knowledge of NGO/INGO procurement procedures is a strong advantage.

Personal abilities: Practical and solution-oriented approach; negotiation and supplier-management skills; ability to work rapidly without compromising transparency or documentation; effective communication with suppliers, transporters, colleagues, authorities and communities; flexibility when access conditions change; integrity; and strong awareness of fraud, corruption and conflicts of interest.

Previous experience: Minimum 2 years of relevant professional experience in logistics, procurement, supply chain, administration or related functions. NGO/INGO or emergency-response experience is strongly preferred. Experience organizing procurement and transport to remote areas is a strong advantage. Knowledge of suppliers, transport networks and operating conditions in Kathmandu, Trishuli/Rasuwa or comparable mountain areas is an advantage.

Languages: Fluent Nepali required. Working command of English required. Tamang language is an advantage.

IT systems: Good Microsoft Excel, Word and email skills, with the ability to maintain procurement, stock, transport and logistics tracking tools accurately.

Mobility: Administratively based in Kathmandu, with frequent and potentially extended deployment to Rasuwa, including remote locations. The post holder must be willing to accompany critical deliveries when necessary and adapt plans to changing road access, weather, safety and operational conditions.

Key responsibilities

A. Emergency procurement and supplier management

  • Prepare and update emergency procurement plans in coordination with the Programme Director, Emergency Response Officer and Administration and Finance Officer.

  • Manage procurements in accordance with ASIA and applicable donor procedures, including requests for quotation, collection and analysis of quotations, bid comparisons, purchase orders, contracts and other required supporting documents.

  • Conduct rapid market assessments, identify suitable suppliers and service providers, and maintain an updated supplier database.

  • Negotiate prices, delivery conditions and timelines and follow suppliers closely through completion of each order.

  • Flag delays and supply constraints immediately and ensure full compliance with anti-fraud, anti-corruption and conflict-of-interest requirements.

B. Transport and supply chain

  • Organize the transport of relief goods, equipment and materials from suppliers or storage locations to Rasuwa and final delivery points.

  • Identify appropriate transport providers and plan routes based on load, destination, road access, cost, urgency and prevailing conditions.

  • Coordinate vehicle and cargo movements and track goods from dispatch through final reception.

  • Develop alternative routes or supply arrangements when normal options fail and keep field teams informed of access conditions and delivery schedules.

  • Accompany critical deliveries when necessary and organize movements between Kathmandu, temporary storage areas and field sites.

C. Warehousing, stock and relief items

  • Manage the reception, storage and release of relief materials and ensure orderly, secure storage conditions.

  • Maintain stock cards, inventories and stock-movement records and conduct regular physical stock verification.

  • Prevent damage, loss or misuse and prepare goods correctly for dispatch.

  • Reconcile quantities dispatched, received and distributed and document damaged, missing or returned items without delay.

D. Distribution logistics

  • Coordinate closely with the Emergency Response Officer to ensure that the correct quantities reach the correct location at the agreed time.

  • Organize loading, unloading, temporary storage and the practical layout and flow of distribution sites.

  • Prepare and control waybills, delivery notes and goods-received documentation and complete post-distribution reconciliation.

  • Identify and mitigate logistical risks that could delay, disrupt or compromise distributions.

E. Logistics documentation and compliance

  • Maintain complete, accurate electronic and hard-copy procurement and logistics files, including quotations, bid analyses, purchase orders, contracts, supplier records, waybills, delivery notes and goods-received notes.

  • Maintain procurement, transport and logistics trackers and provide records required for finance, donor reporting and audits.

  • Coordinate closely with the Administration and Finance Officer to ensure that documentation is complete before supplier payments are processed.

  • Immediately flag documentation gaps, procedural or compliance concerns and actual or potential conflicts of interest.

F. Field logistics and operational support

  • Arrange transport and accommodation for field missions and emergency deployments and support temporary operational bases and storage areas.

  • Coordinate the movement of staff, consultants, equipment and materials and organize practical arrangements at field sites.

  • Maintain emergency-equipment inventories and asset registers and arrange maintenance and repairs where required.

  • Liaise with landlords, transporters, suppliers, authorities and other service providers on field-operational requirements.

G. Internal coordination

  • Coordinate daily with the Emergency Response Officer and provide regular information on procurement status, stock levels, delivery schedules and logistical constraints.

  • Participate in emergency-team planning and operational review meetings and follow up agreed logistics actions.

  • Immediately escalate significant delays, cost variations, access problems, procurement risks or compliance concerns to the Programme Director and Administration and Finance Officer.

  • Perform other reasonable emergency-logistics duties assigned by the Programme Director or Administration and Finance Officer.

H. Integrity, safeguarding and professional conduct

ASIA applies a zero-tolerance approach to fraud, corruption, bribery, conflicts of interest, collusion, diversion or misuse of humanitarian assistance, and any other form of abuse of entrusted resources or position.

The post holder is required to comply fully with ASIA’s Code of Conduct, anti-fraud and anti-corruption procedures, procurement rules, safeguarding standards and procedures for the prevention of sexual exploitation, abuse and harassment.

Employees must immediately disclose any actual or potential conflict of interest and report suspected fraud, corruption, safeguarding violations or other serious misconduct through the appropriate internal channels.

Any substantiated breach may result in disciplinary action, including termination of employment, in accordance with ASIA procedures and applicable law.

The Emergency Logistics Officer must maintain strict impartiality in supplier selection and procurement processes and must never solicit or accept gifts, commissions, kickbacks, personal benefits or other improper advantages from suppliers, contractors or service providers.
