Sabal Nepal has been implementing WASH, nutrition, and livelihood interventions in Siraha District for several years, with support from Welthungerhilfe (WHH) under projects NPL1060 and NPL1082.. Phase 3 “Supporting the Nepalese government in achieving SDG#6 through system-strengthening WASH approaches” focuses on sustainability, scale-up and integration of WASH services and systems strengthening at macro: Federal and National level, meso: Province level; and micro: municipal level. To support effective implementation, Sabal Nepal is recruiting qualified, committed, and experienced candidates for the following positions:
The positions are based in Siraha district and will be located in rural municipalities/municipalities as per the project's needs.
1. Position: Governance Coordinator -1
The Governance Coordinator will lead governance, policy advocacy, coordination, and institutional strengthening interventions under the WASH systems strengthening programme. The position will support collaboration among federal, provincial, and local governments, civil society organizations, private sector actors, and development partners to strengthen sustainable and climate-resilient WASH systems in Nepal.
The Governance Coordinator will play a key role in strengthening WASH governance mechanisms, policy dialogue, Joint Sector Review (JSR) processes, WASH financing advocacy, provincial and municipal coordination platforms, and institutional capacity building initiatives. The position will ensure effective integration of governance and accountability approaches across macro, meso, and micro levels of the project.
The PC will lead the planning, coordination, implementation, and monitoring of project activities across designated municipalities. The PC will supervise project staff, ensure timely delivery of outcomes, coordinate with stakeholders and local authorities, and maintain compliance with donor and organizational requirements
Key Responsibilities:
1. Governance and Policy Coordination
Lead implementation of governance and policy-related interventions under the project.
Coordinate with provincial and local government stakeholders on WASH systems strengthening initiatives.
Facilitate high-level dialogues, policy roundtables, consultations, and coordination meetings with ministries, parliamentarians, local governments, and sector stakeholders.
Support development, review, and dissemination of WASH-related policies, guidelines, frameworks, and advocacy materials.
2. Institutional Strengthening and Capacity Building
Coordinate training, workshops, and learning events in collaboration with government institutions and sector partners.
Support strengthening of Water and Sanitation Users Committees (WSUCs), WASH coordination committees, and service delivery structures.
Contribute to institutionalization of climate-resilient WASH planning and service delivery models.
3. Advocacy and Partnership Management
Lead advocacy initiatives for increased WASH budget allocation, sustainable financing, and climate-resilient WASH services.
Build and maintain effective partnerships with government agencies, civil society networks, private sector actors, academic institutions, and development partners.
Coordinate with networks and platforms such as MuAN, NARMIN, FEDWASUN, and relevant provincial stakeholders.
Facilitate evidence-based advocacy using project learnings, research findings, and field-level experiences.
4. Programme Planning, Monitoring, and Reporting
Ensure timely implementation, monitoring, and documentation of project activities and results.
Support development of case studies, policy briefs, learning documents, and technical reports.
Contribute to project monitoring, indicator tracking, assessments, and donor reporting.
5. Coordination and Representation
Represent the organization in WASH coordination forums, technical working groups, and stakeholder meetings.
Maintain regular coordination with implementing partners, municipalities, provincial ministries, and federal stakeholders.
Facilitate collaboration among programme teams to ensure integrated and systems-based implementation.
Develop and implement project plans, budgets, and monitoring frameworks
Supervise project staff: WASH Officers, AFO, Enterprise Development Officer, Technical Supervisor
Ensure quality delivery of construction, minilab, WASH, nutrition, and livelihood interventions
Coordinate with municipal authorities, stakeholders, and donors
Prepare monthly, quarterly, and annual reports for management and donors
Ensure financial and operational compliance, and maintain documentation
Qualifications:
- Minimum 5 years of relevant professional experience in governance, policy advocacy, local governance, WASH, institutional strengthening, or development programmes.
- Proven experience working with government institutions at federal, provincial, and local levels.
- Experience facilitating policy dialogue, coordination platforms, advocacy campaigns, and stakeholder engagement.
- Experience in capacity building, training facilitation, and institutional strengthening.
- Previous experience in WASH systems strengthening, climate resilience, public service delivery, or governance-related projects will be an advantage.
- Experience working with NGOs/INGOs and donor-funded projects preferred.
- Strong understanding of Nepal’s federal governance system and WASH sector policies/frameworks.
- Knowledge of WASH governance, coordination mechanisms, service delivery models, and financing systems.
- Strong facilitation, networking, negotiation, and stakeholder management skills.
- Excellent analytical, documentation, and report-writing skills.
- Good understanding of gender equality, social inclusion, accountability, and safeguarding principles.
- Strong planning, coordination, and organizational skills.
- Master’s degree in Public Health, WASH, Development Studies, or related field; Bachelor’s with 7+ years’ experience may be considered
- Minimum 3–5 years’ project management experience with I/NGOs or government, preferably in WASH sector in Terai region
- Proven experience in staff supervision (20+), project cycle management, and field-based implementation
- Strong skills in planning, reporting, stakeholder coordination, and communication
- Proficiency in English and Nepali; knowledge of local languages (Maithili) preferred
- Willingness to travel extensively to project locations

2. Position: Admin & Finance Officer (AFO)-1
The AFO will support financial, administrative, and logistical functions of the project. Responsibilities include day-to-day financial operations, office management, procurement, logistics, support budgeting and audit processes and compliance with organizational policies and donor requirements. The AFO works under the supervision of the Project Coordinator.
Key Responsibilities:
- Manage financial operations: vouchers, budget coding, banking transactions, cash management, petty cash, and financial reporting
- Support procurement and supply management, vendor management, and logistics coordination
- Ensure compliance with donor requirements, internal control procedures, and statutory obligations (including TDS and tax rules)
- Support budget preparation, budget monitoring, and expenditure tracking.
- Use financial/accounting software (e.g., FAMAS or similar) to maintain up-to-date accounts.
- Maintain office administration, staff records, inventory, assets, and office equipment
- Support field activities and ensure compliance with organizational policies, donor rules, and government regulations
- Assist in programmatic decision-making and documentation
- Provide guidance to project and field staff on financial procedures, documentation standards, and compliance requirements.
- Execute other duties assigned by Project Coordinator or Head of Project
Qualifications:
- Bachelor’s degree in Finance, Accounting, Business Administration, or related field
- Minimum 2 years of relevant experience in NGO/I/NGO sector
- Experience using accounting software
- Strong knowledge of accounting principles, financial reporting, budgeting, and audit procedures.
- Proficiency in financial management, procurement, administrative procedures, and MS Office
- Strong communication skills in English and Nepali
- Knowledge of safeguarding policies and compliance standards

3. Position: Enterprise Development Office -1
The position is based on the working Municipality of Siraha district with frequent visits to Saptari and assigned locations. The position directly reports to Governence Coordinator of Sabal Nepal.
Key Responsibilities:
- Contribute to identifying potential WASH entrepreneurs to fulfill the WASH service chain in rural communities.
- Plan and implement SIYB (Start and Improve Your Business) training to project staff, cooperative officials, local-level facilitators, and project participants as a resource person.
- Support, revise, and update the business plans of entrepreneurs.
- Support linking entrepreneurs with short vocational training provided by TEVET, startup support, and market linkage to promote WASH businesses under the project.
- Support mobilization of already provided funds through cooperatives as revolving funds for entrepreneur development.
- Support carrying out required studies on WASH business and related sectors.
- Assist the Project Coordinators, WASH Officers, and Municipal Coordinators of Siraha and Saptari in needs assessment, planning, revision, and implementation activities for entrepreneurs.
- Continuously guide the project team in entrepreneur selection, monitoring plan preparation, and capacity building of existing and newly enrolled entrepreneurs.
- Guide entrepreneurs and cooperatives in accessing additional capacity-building opportunities and support from stakeholders.
- Support entrepreneurs in accessing public and private sector support.
- Maintain databases of entrepreneurs, baseline income records, and income tracking records, and provide updates to the team and stakeholders as required.
- Ensure cross-cutting issues such as gender equality and social inclusion are mainstreamed throughout the project cycle.
Qualifications:
- Bachelor’s degree from a recognized institution.
- Progressive experience in SIYB training, cooperative facilitation, business plan preparation, and pro-poor enterprise development.
- Expertise and experience in WASH business development.
- Strong report-writing and communication skills.
- Open-minded and committed to teamwork.
- Good understanding of the Maithili language will be an added advantage.
- A valid two-wheeler driving license is mandatory.
Assignment: 10% office-based work; 90% field-based supervision and backstopping
