Background: Shangri-La Development Association (SDA) is a non-government, non-profit, youth-led organization established in 2014 with the aim of promoting inclusive community development. SDA has implemented multiple integrated development initiatives including the Shangri-La Sustainable Local Initiative (SSLI Phase I to V), Reconstruction Projects, COVID response initiatives and various One-time Support Projects. SSLI is the multi-sector project that integrates education, health, agriculture and support for vulnerable groups.
The SSLI project is implemented in Kailash Rural Municipality (wards 3, 4 and 7) of Makwanpur District, and in Karnali Secondary School, Anamnagar, Jumla, targeting approximately 1800 Chepang individuals in Makwanpur and 40 deaf children in Jumla.
As part of its program implementation, the organization plans to undertake repairment of 34 houses reconstructed under the Shangri-La Reconstruction and Development Project (SRDP), and carry out construction of Agricultural Learning Center (ALC) at its own land.
To ensure technical quality, cost-effectiveness, and compliance with national standards, the organization intends to engage a qualified and experienced individual personnel.
Position Title: Technical Officer
Duty Station: Field Office, SDA, Kailash Rural Municipality, Makwanpur District
Contract Type: Consultant
Contract Period: Initially for 6 months’ subject to extension based on project requirement
Position Overview: The technical officer will provide technical leadership in planning, design, BoQ, bid document preparation, contractor selection, supervision and quality & cost control of repair of reconstructed houses and agriculture learning center projects. The technical officer will work closely with the field and head office team along with local government to ensure successful implementation of the planned infrastructure projects.
Major Duties and Responsibilities:
Provide design, cost estimation, specifications and schedules of the planned infrastructure projects.
Preparation of bid documents and support in contractor selection.
Day-to-day supervision of the works in accordance with the drawings and technical specification.
Provide technical support to the contractor and house owners for the repair of the houses.
Manage time, cost, and quality aspects of the work done by the contractor/house owners.
Verify the quality and quantities of materials and ensure that materials and equipment required in the field for the construction are well receipts, stored and delivered safely to the site.
Solve the technical issues and challenges during the construction of work.
Prepare and/or verify necessary construction and financial documents.
Produce decent-quality progress update pictures and final Before-After pictures of the house repair works.
Prepare monitoring reports, progress reports, and work completion reports for SDA management, stakeholders and donor reporting.
Perform any other duties related to the scope of the assignment as determined by the Supervisor.
Terms of Payment: Consultant's fee will be paid as per the contract rate, which will be taxable. The payment will be done after the completion of the assignment monthly.

Qualifications and Experience: Bachelor degree in civil engineering with minimum of 1 year of experience or diploma in civil engineering with minimum of 4 years of experience. Experience in design, estimation and supervision of building infrastructure projects. Experience in engaging external stakeholders is desired.
Skills and Abilities:
Commanding skills in Auto-CAD and MS Office Packages.
Knowledge of Public Procurement Act/Regulations, Construction Norms & Standards and Computational Techniques.
Excellent communication, negotiation, and interpersonal skills.
Ability to work independently and collaboratively in a multidisciplinary environment.
Strong organizational skills with the ability to manage multiple projects and deadlines.
Able to communicate and write quality reports in English.
