Recovering Nepal (RN) is the national federation of people who use drugs and drug service organizations in Nepal. Our vision is to improve the quality of life of people who use drugs. Our work is guided by the principle of 'meaningful engagement of people who use drugs' and grounded on empowerment, networking, and advocacy for advancing human rights and evidence-informed policy reform for the welfare of drug-using communities and community-led organizations.

Project Summary

Recovering Nepal (RN), in collaboration with the National Association of PLWHA in Nepal (NAP+N), with technical support from UNAIDS, is implementing the Community-Led Monitoring (CLM) Program in Nepal's two priority districts of Jhapa and Kaski.

The CLM program aims to improve HIV service monitoring and places affected-community members at the center of the process to identify barriers and challenges in service delivery so that evidence-based feedback can be provided to improve access, quality, and efficiency of HIV prevention, treatment, care, and support services.

Position Summary 

Under this initiative, RN shall appoint District Focal Persons (DFPs)/CLM Leaders in each district, Jhapa and Kaski, who will locally oversee CLM activities, coordinate with stakeholders for feedback collection and analysis, and report these to RN for program improvement.

1. Key Roles and Responsibilities: DFP

The District Focal Person (DFP) will support the effective implementation of the CLM project at the district level by coordinating community engagement, collecting and validating data, and collaborating with stakeholders to improve service delivery. The DFP will work closely with Community Leaders and organizations working on HIV, TB, and Malaria, along with government organization under the supervision of the M&E Associate and Program Officer.

Key Responsibilities

  • Implement CLM activities in line with SOPs, CLM Toolkits, and the project log-frame.

  • Support the formation and mobilization of CLM task groups, including KP community structures, government officials, and community leaders.

  • Supportive supervision to CLM Leaders to collect Client Feedback Forms (CFF) and facilitate Focus Group Discussions (FGDs) & Key Informant Interviews (KIIs).

  • Coordinate with local authorities and stakeholders to identify service gaps and improve referral systems.

  • Lead orientation and engagement meetings with community members and peer leaders.

  • Prepare and submit weekly and monthly work plans and reports as per requirements.

  • Participate in review meetings and share district-level progress, challenges, and recommendations.

  • Ensure timely collection and secure storage of physical and cloud-based data in coordination with the M&E team.

  • Organize stakeholder consultations and contribute to cluster roadmap development.

  • Document case studies and support data-driven advocacy initiatives at the district level.

  • Collaborate with the Program Unit for regular updates, feedback sharing, and capacity-building sessions.

  • Other works assigned by the M&E Associate and Project Officer.

Required Qualifications and Competencies

  • Minimum academic qualification of +2 or PCL; candidates with a health-related background and SLC/SEE qualification must have at least 5 years of relevant experience.

  • A Bachelor’s degree in Public Health, Social Work, Development Studies, or a related field will be an advantage.

  • Minimum 1–2 years of experience in HIV, community-based health programs, or advocacy-related projects (or 5 years if applying with SLC and a health background).

  • Good understanding of key population groups and issues affecting people living with HIV, TB, and Malaria.

  • Strong community facilitation, coordination, and reporting skills.

  • Proficiency in Microsoft Office and mobile-based data collection tools.

  • Strong interpersonal communication and organizational skills.

  • Willingness to travel within the district and work in diverse and remote community settings.

2. Main Role and Responsibilities: CLM leader

The CLM Leader is responsible for supporting the effective implementation of the Community-led monitoring (CLM) program at the district level. This includes facilitating data collection from key and vulnerable populations affected by HIV, Tuberculosis (TB), and Malaria, strengthening community participation, and ensuring timely communication and reporting. The CLM Leader will work closely under the guidance and supervision of the District Focal Person and in coordination with stakeholders, to promote rights-based, evidence-driven advocacy for improved health service delivery.

Minimum Qualification

  • Minimum qualification of SLC/SEE pass with at least 2 years of relevant experience in community health, HIV, TB, or malaria-related programs.

  • Candidates with +2 (PCL) in any discipline and 1 year of relevant experience are also eligible.

  • Good understanding of Key Populations (KPs) and issues related to HIV, TB, and Malaria, and ability to work effectively in community settings.

  • Proficiency in mobile-based data collection tools will be preferred.

  • Strong skills in community facilitation, coordination, reporting, and interpersonal communication.

  • Willingness to travel within the district and work with diverse and marginalized communities.
