Position Summary
:

Monitoring, Evaluation, Accountability and Learning Manager (MEAL Manager) is responsible for positioning REED-Nepal in order to ensure quality service for district office and field support and SMT for the roll-out and deployment of the  quality monitoring, evaluation and learning processes, tools and practices for new and existing project and contribute to expansion of  the REED-Nepal working horizon.

To address the concerns of quality education specific to the public school, and to ensure meaningful participation of teacher, students and community in all stages of project that is initiated through the five-year strategic plan. The MEAL Manager will perform under the supervision of PD. You are required to coordinate with other agencies at district or regional level for synergistic outputs.

The MEAL Manager has to develop robust monitoring and evaluation system, ensure sustainability and support in developing sustainability plan and appropriate strategy, and ensure donor compliance while implementing the project.

In order to reinforce the ongoing efforts, especially with respect to the implementation of the five year strategic plan MEAL Manager shall analyze the lessons learned and good practices generated from the project that will contribute to scaling up the impactful implementation of project, and reassess the feedback from the project and stakeholder that will help address the challenges of localization of working modalities. 

The MEAL Manager actively contributes to the overall growth of REED-Nepal and will identify new opportunities to expand REED-Nepal’s program opportunities in core program areas at local context. This work will involve extensive travel at rough terrain and geographically inconvenience areas as per demand of the project activities.


Job Requirements
:

The MEAL Manager, need to have strong leadership, communication, time management, on robust M &E based on theory of change, data analysis, and management. Also, the MEAL Manager should be able to generate additional support for multi facets avenues to the REED-Nepal’s activities, and external business development. The MEAL Manager has sound knowledge on project management and reporting responsibility for the quality service delivery of implemented projects. The MEAL Manager shall be monitoring key activities, being responsible for accountability and knowledge management.


Job Purpose
:

The MEAL Manager is responsible for analyzing the M&E strategy, capacity and resources available to deliver the project outcomes. The MEAL Manager shall assess overall capacity of REED for result-based project management and give inputs.

The MEAL Manager provides both strategic and tactical leadership across organization, while keeping up-to-date on daily project activities. S/he is able to identify a REED Nepal’s professional needs and work with both the stakeholder and various SMC teams to understand, define and build effective and innovative solutions that generate measurable results. 

Description

In conjunction with the Programme Director, the MEAL Manager will carry out the following responsibilities:

Key Roles and Responsibilities include:

Effective Performance Monitoring: (20%)

  • The MEAL Manager will examine the strategy, capacity and resources available to deliver the project outcomes. Basically, examine the scope of the appropriateness and adequacy of the programme design, outreach/partnership and implementation performance, as well as an operational assessment on progress being made on tangible outcomes directly resulting from project contributions.

  • The MEAL Manager will review the impact project activities as stated in the initial project documentation. The key stakeholders such as schools,
    SMC, social club, non-formal education group, mothers’ group, officials from local bodies and line agencies, District Coordination Committee are the key stakeholders to be covered under the review.

  • The MEAL Manager will analyze the relevance, effectiveness, efficiency of the project in order to assess whether the project objectives are addressing the overall need of the stakeholders and leading to any substantive changes amongst the stakeholders.

  • The MEAL Manager will explore the relevance whether the project is significantly addressing beneficiaries’ needs, determine whether the project should be scaled-up and/or identify best practices and lessons learned for future use by project stakeholders in implementing initiatives, and further assess the overall relevance of the programme and the priorities of the agencies i.e. local bodies, Donor/s and stakeholder.

  • The MEAL Manager will review appropriateness of the design and implementation of the interventions and identify and make recommendations for improvement.

  • The MEAL Manager will review and measure usage of resources and inputs including tools that are used and how it impacts to targeted areas and stakeholders.

  • Make frequent field visits as a part of regular monitoring including all key training.

  • Manage and coordinate monitoring visit of national and international visitors and agencies.


Data Management and Reporting: (20%)

  • Check and verify the quality of performance data for the project/s performance indicators through designing, developing and implementing a system of surveys and instruments to collect data, analyze data and write data quality assessment report.

  • Manage required database for tracking achievements against results and for preparing the quarterly, bi-annual and annual performance reports, and support in preparing reports if needed.

  • Conduct periodic visits to monitor activities in coordination with District Manager, EPM, Training Manager, Coordinators and PD in order to identify and anticipate implementation problems. 

  • With coordination with cluster /field employee, liaison with stakeholder and beneficiaries and escalate appropriate issues, risks and challenges faced by the projects in a timely manner through appropriate channels.

  • Ensure management of and reporting on (risks, value for funding, budgets) projects through delivery plans and other reporting tools.

  • Coordinate and participate in relevant internal and external activities/meetings carried out by government agency or donors as advised by PD on the project impact and quality issues.

  • Provide support to the Headship Management Team in coordinating strategic direction and future funding.


Program Evaluation and Assessment: (20%)

  • Analyze and interpret the data collected by field staffs and provide feedback.

  • Control overall project management impact assessment to achieve desired outcomes and outputs adequately in line with quality standards and timelines.

  • Consolidate EDOs’/EPM/PD/Coordinators’ report and submit project report periodically (quarterly, half yearly, annually) with qualitative and quantitative information outlining plan against achievements, learning made during the reporting period, outstanding issues and the plan for the next reporting period.

  • Organize quarterly, semi-annual and annual review and planning meetings.

  • Manage to carry out program evaluations/assessments/studies by using appropriate tools/methods and aligning with M&E framework.  

  • Ensure the findings/recommendations of evaluations/studies are incorporated in program planning and revisions for program improvement.  

  • Ensure girls, children with disabilities and vulnerable/disadvantage children are benefited from project interventions as expected in the Project Design Documents. 


Strategy proposition: (10%)

  • Develop M & E strategies for the achievement of project objectives. 

  • Provide strategic inputs for overall development of the organization.

  • Assess the project progress, review project strategies and devise strategies and approaches as required and Support in developing new projects as required. 

  • Provide strategic support to senior management for Service Excellence-related decision-making.

  • Assess the project progress, review project strategies and devise strategies and approaches as required.


Knowledge Management: (10%)

  • Collect lesson learnt and prepare success stories based on the information received from EDOs / field staff and disseminate the success stories and upload in the website.

  • Coordinate with other line agencies to minimize discrepancy and to ensure collaboration.

  • Motivate field staff and ensure their capacity building in project implementation.

  • Prepare a reporting schedule for M&E purposes for partner CBOs/NGOs/community and provide reporting formats/guidelines.

  • Organize learning/sharing events within and cross departments to disseminate the learning from training and development events as needed,

  • Visits field offices for coaching/follow-up and monitoring the progress on training and development plans.

  • Recommend PD any changes that might be required to develop or improve the organization.


Donor engagement: (10%)

  • Build relationships and credibility with donors, using pragmatic evidence on uses of resource focusing especially on AHF, HTUK and other donors. 

  • Provide advisory and practical support to Headship Management Team on donor guidelines, funding criteria and sector across the programme and project.

  • Establish, develop and maintain successful one to one relationship with donors, key partners, local and national stakeholders and decision makers. 


Accountability: (10%)

  • Ensure transparency through social audits and other mechanisms.

  • To provide regular feedback and updates to the Headship Management Team of Monthly/ Quarterly and Annual reports assessment which shall be approved by CEO and PD prior to sharing it with the Donor, Board, and thereafter to external auditor.

  • Ensure adherence of good governance practices in planning, implementation and monitoring of project activities.

  • Make Sure that the donor compliances are in place; this includes making sure that the Child protection, Gender, Anti-terrorism, anti-corruptions and other policies are complied with.

  • Professionally discharge other tasks assigned by PD.

  • Be proactive in bringing innovations and taking new initiatives into the programme and organization development.


Qualifications and Experiences
:

Qualifications and Experiences:

  • Master's degree in economics, development studies, statistics, Management and related social sciences from recognized universities.

  • Minimum 5 years of experience in leading, developing and managing M&E systems for NGO/INGOs (Preference will be given to the candidate experiences in Education and multi-sectors projects).

  • High level of technical skills, knowledge and experiences on strategic planning, program design using various logical modules including log-frames, result framework etc. 

  • Having high level computer skills including SPSS and other data processing tools.

  • Have knowledge, experiences and conceptual understanding on accountability and transparency, especially to communities and beneficiaries.

  • Previous experience in leading teams and building M&E team capacity (developing training tools, training, coaching and mentoring).

  • Demonstrated ability to work effectively with a wide variety of stakeholders.

  • Ability to analyze information, evaluate options and to think and plan strategically.

  • Excellent interpersonal, communication and representation skills.

  • Ability to present complex information in a understandable manner, and to use innovative forms of communication.

  • Fluency in written and spoken Nepali and English languages.

  • Commitment to respect and uphold REED’s Vision, values and principles.

  • Ability and willingness to travel remote areas of Nepal.
