Project Description:
The RMNCAH Improvement Project Taplejung, implemented by Action for Nepal and funded by the Australian Himalayan Foundation, is a four-year initiative (April 2026–March 2030) focused on improving equitable reproductive, maternal, newborn, child, and adolescent health outcomes in Maiwakhola and Aathrai Tribeni Rural Municipalities of Taplejung District. The project adopts a comprehensive and integrated approach to strengthening local health systems by combining governance support, service quality enhancement, community engagement, and evidence-based planning. It aims to build the capacity of municipal officials to carry out participatory and inclusive health planning and budgeting, while strengthening Health Facility Operation and Management Committees (HFOMCs) to enhance governance, accountability and oversight of health services. At the service delivery level, the project will strengthen the competencies of health workers through targeted health training, mentoring, and supportive supervision aligned with Minimum Service Standards (MSS), while also improving facility readiness through infrastructure upgrades, provision of essential equipment, and the promotion of inclusive and client-friendly service environments.
At the same time, the project will reinforce health information systems by improving HMIS and PUBLIC ASSETS MANAGEMENT SYSTEMS (PAMS) reporting, encouraging the use of data for informed decision-making, and introducing disability-disaggregated data practices. Community-based interventions will engage Female Community Health Volunteers (FCHVs), mothers’ groups, male champions, and community leaders to promote inclusive RMNCAH practices and address harmful social norms. School-based adolescent sexual and reproductive health (ASRH) sessions will further strengthen awareness and service utilization among young people. In addition, the project will establish and operationalize coordination mechanisms such as Adolescent Health Coordination Committees (AHCCs) and safeguarding committees to promote multi-sectoral collaboration and protect vulnerable populations. Throughout implementation, strong emphasis will be placed on Gender Equality, Disability, and Social Inclusion (GEDSI), Protection from Sexual Exploitation, Abuse and Harassment (PSEAH), and child safeguarding principles to ensure services are safe, accessible, and responsive to the needs of women, adolescents, persons with disabilities, and marginalized groups. Overall, by integrating system strengthening, capacity development, and community engagement, the project aims to achieve sustainable improvements in the coverage, quality, and equity of RMNCAH services in the targeted rural municipalities.
Position Overview:
The RMNCAH Project Officer is responsible for overall field-level planning, implementation, coordination, and quality assurance of RMNCAH interventions. The role ensures that project outputs are delivered effectively in line with government standards, inclusion principles, and donor requirements.
Description
Duties and Responsibilities:
Project Planning and Implementation:
Execute field-level activities as outlined in the project design and detail activity plan, ensuring alignment with the project’s theory of change and outcomes.
Coordinate with the District, Rural Municipalities, Schools, Health facilities, and other stakeholders to ensure effective implementation of all project activities.
Prepare annual work plans, quarterly plans, and activity schedules in coordination with municipalities and health facilities.
Ensure timely execution of Municipal planning and budgeting support, Health worker capacity-building activities, Community engagement and outreach interventions.
Facilitate inception, annual planning, and review meetings.
Plan, implement and co-ordinate the project activities to ensure the quality in AFN’s projects.
Support implementation of MSS assessments, facility improvement plans and supportive supervision.
Strengthen referral systems and birthing center quality improvement process.
Prepare activity plan and fund requirement for the field level activities for smooth delivery of project activities.
Provide technical and coordinating support to organize project activities in the community.
Ensure that activities are carried out timely and effectively as per approved project documents.
Ensure timely submission of activity reports, quarterly progress reports and data as per the reporting timeline.
Ensure the implementation of AFN policies and practices in all field level activities.
Be in regular communication with the team and to support the program in field.
Co-ordinate with the local stakeholders for project implementation and to plan about the sustainability of the project.
Schedule and organize meetings/events and maintain agenda and minutes.
Support organizational growth and program development.
Provide technical support to HFOMCs, AHCCs, FCHVs, and HMGs in line with project needs.
Stakeholder Engagement/Management:
Serve as the primary liaison between AFN, Provincial Governments, Local Governments, Schools, Health facilities, Community based organizations and community groups.
Coordinate closely with; Health Office, Rural Municipalities, HFOMCs, AHCCs.
Establish communication, linkage and networking with different stakeholders, partners and local government.
Help build positive relation with all the stakeholders in the district and community.
Ensure that all program partners and stakeholders are kept regularly informed about the progress of the project activities.
Support formation and functioning of AHCCs and safeguarding committees.
Maintain proper and regular coordination with key project stakeholders of Action for Nepal like District Coordination Committee, Health Office, Education Development and Coordination Unit, Rural Municipalities, Health Posts, HFOMCs and FCHVs.
Collaborate with other partners at district and local level to avoid duplication and enhance synergies.
Engage with district and local level government officials, expand networks, and participate in meetings with government and non-government organizations relevant to the project’s scope.
Capacity Strengthening:
Assess, plan, facilitate, and oversee training for municipal officials on RMNCAH planning and budgeting, as well as capacity-building of HFOMCs and governance strengthening.
Plan and coordinate training for health workers on RMNCAH services.
Ensure the integration of GEDSI, PSEAH, and child safeguarding across all training and program activities, while strengthening participants’ understanding of these areas.
Documentation, Monitoring and Evaluation (DM&E):
Conduct regular field visits to monitor project activities, collect data, prepare quarterly and annual progress reports and ensure adherence to project plans.
Provide regular and timely updates of the field activities and document the project updates.
Document stories of change, best practices and learning from the project.
Ensure quality assurance of the project activities in terms of logistic management, content, delivery of the activities and documentation.
Proper documentation of all the relevant references and materials.
Identification of new projects, support in conducting need assessment, monitoring and evaluation, due diligence check and community sensitization meetings.
Safeguarding, Risk management and Inclusion:
Ensure all project activities comply with the organization’s safeguarding and inclusion policies, including Child Safeguarding, PSEAH, and GEDSI standards.
Promote the participation of marginalized groups {e.g., disadvantage individuals, persons with disabilities (PWDs)}in project activities.
Contribute to assessing, mitigating and reporting on all project related risks, including risks of child abuse and exploitation and sexual abuse and exploitation, in the project area.
Support the development and implementation of effective incident reporting mechanisms both within the health centers and in the community.
Ensure immediate reporting to AFN of any incident of abuse and exploitation.
Follow directives of AFN for follow up required regarding incidents, including reporting to concerned authorities.
Ensure safety of survivor, confidentiality and survivor centered approach.
Contribute to raise awareness and practice of GEDSI, Child Safeguarding and PSEAH with all health stakeholders.
Advocacy and Sustainability:
Advocate with local governments to integrate RMNCAH into municipal long term & short-term plans and budgets.
Support AHCCs in developing and implementing local ASRH action plans.
Develop, communicate, and implement strategies and an exit plan to ensure the project’s sustainability beyond its implementation period.
Required Qualifications and Experience:
Bachelor’s degree in Public Health, Nursing, or related field (Master’s preferred).
Minimum 3 - 5 years of post-qualification experience in RMNCAH or public health programs.
Experience working with Local governments and Health systems in Nepal.
Strong knowledge of: MSS, HMIS, PUBLIC ASSETS MANAGEMENT SYSTEMS (PAMS) and RMNCAH programming.
Experience in training facilitation and coordination.
