ROLE PURPOSE

 

Humanitarian Response Manager is responsible to oversee and ensure a high-quality project delivery/ implementation of humanitarian preparedness, response and recovery projects within Plan International Nepal working/non-working areas especially of Nepal with direct supervision of PPID and close coordination with Program Quality and Innovation (PQI) team (especially with senior technical advisor- climate change adaptation and disaster risk management). 

Engage with multiple departments of country office, regional office staffs stationed in Janakpur and Surkhet for implementation of the humanitarian initiatives with focus on multiple hazards that are recurrent within the country. This role is crucial for implementation of humanitarian response and recovery programming of Plan International Nepal including humanitarian preparedness of organizations to meet the goal of global and country strategy of “Humanitarian Scale Up”. With technical guidance from supervisor and PQI team, this role will overall support for implementation of humanitarian programs including budgeting, planning, implementation, coordination, partners management, budget management, , etc. Engaging with Business Development (BD) team, s/he will ensure the Plan and/or donor compliance and timely reporting for different projects related to DRM and humanitarian. Furthermore, she/he will be responsible to provide technical guidance to partners for effective implementation of the humanitarian response and recovery project. She/he will work closely with management and regional managers to enhance partner’s capacity and also support management in making informed decision on partnership. The position will also work closely with the Monitoring, Evaluation, Research and Learning (MERL) team of Plan International Nepal to enhance the capacity and skill of partner NGO on the sector of data management, capture the evidences and reporting of the specified project and other DRM, Humanitarian interventions.  The position will also work with ICC team, operation (logistics and procurement), finance, program quality and innovation (PQI) etc. colleagues of Plan International Nepal. 

Externally, ensure strong collaboration and coordination among humanitarian actors through cluster mechanism if activated. Regular coordination with stakeholders including government at different level at Federal, Provincial, district, local as required. This position will also represent Plan International in various forums nationally and internationally.

S/he is responsible to achieve a rights-based, gender transformative and inclusive program for humanitarian programming of Plan International Nepal. S/He will also support on influence work approach in program implementation, ensuring efficient technical support to partner NGOs. S/he is accountable for supporting the innovation and ensuring lessons learnt are constantly integrated in program interventions, thus continuously improving efficiency and effectiveness at Field level. S/he also leads the networking and advocacy in coordination with area managers and the technical heads. S/he will also be responsible for organizing, facilitating and coordinating trainings on the same interventions for capacity building of partner staffs. 

 

Description

DIMENSIONS OF THE ROLE

The Humanitarian Response Manager will be the lead of emergency response programs in case of new emergencies. S/he will be a budget holder and have to monitor and manage the budget under her/his portfolio.  The position works in close coordination and support of the Cash Specialist/focal person, Protection Technical Advisor, SBCC Specialist, Senior Technical Advisor-WASH, the Gender Specialist and other relevant sectoral leads. The position will work with the Grants and Compliance Manager to ensure that the reporting requirements have been met timely and the proper external communication have been done. This is a managerial position responsible for ensuring the implementation of the ERP.

ACCOUNTABILITIES

Design and Develop strategy/framework 

  • Ensure all the projects under humanitarian program are gender aware and those longer than 1 year are gender transformative and inclusive 

  • Ensure the proper context specific adoptive management during emergency response planning for the anticipated potential external factor such as; monsoon floods, landslides, water borne diseases etc.

  • Ensure that the emergency response projects contributes towards community resilience

  • Ensure that the emergency response program adhere to the country strategy, cluster standards, humanitarian principles and standards, DRRM policies and strategic action plan.

  • Ensure that the humanitarian response plan revised/updated to address the changing vulnerabilities and the context incorporating the learnings from ongoing response.

  • Incorporate innovation and new ways of creating positive change for children and young people through program and influencing; and

  • Identify, develop and disseminate tools, guidelines and standards for the implementation of effective emergency response work within the organization.

Project Management

  • Ensure project cycle is followed including kick off meetings, drafting of project outlines, implementation of activities in all projects associated with emergency response. Prepare Detail Implementation Plan (DIP) and Project Outlines (POs) and provide technical backstopping to project implementing partner(s) in line with approved DIP and PO. Develop a realistic, prioritized, result-based budget plan & budget forecast.

  • Review Partners proposal/ provide feedback and do correction as needed

  • Review the projects periodically and ensure project objectives are achieved effectively. 

  • Review project documents and progress report to ensure activities carried out are of quality and implemented punctually. 

  • Identify risks and challenges in the project implementation, management and provide solution to achieve project goal / results. 

  • Identify the training needs/gap of the plan and partner staff and provide/recommend training plans to develop their technical expertise. 

  • Knowledge management through, sharing good practice, lessons learned 

  • Conduct regular reviews of budgets and work plans to ensure compliance with donor specific requirements and address any changes to the original plan in time.  

  • Develop and submit reports on time as outlined in the project agreement

  • Work with MER team to ensure that the CEA component well integrated in the emergency response program implementation.

  • Develop SOP for partner and ensure that SOPs are followed and compliances are maintained at Plan and the partners following no-harm principles. 

  • A risk matrix is developed for both and partner and mitigation measures are in place; the risk matrix is periodically reviewed.


DRM and Humanitarian Programming
 

  • Coordinating with partners and regional office staffs gather information from field during any humanitarian crisis for preparation of situation reports (SITREPs) in coordination with ICC team and update on regular basis. 

  • Ensure effective implementation of Emergency Response Manuals- Program and Operation of Plan International is strictly followed during all alert levels. 

  • Lead on implementation of Cash and Voucher Assistance (CVA) Programming for humanitarian projects implemented as CVA modality is major priority of Plan International Nepal. 

  • In coordination with operation department take lead on procurement of response materials in case of any emergency within country. 

  • Collect and prepare all humanitarian response data to be reported to respective clusters at federal and provincial level.  

  • Thorough understanding and experience about the DRR and humanitarian sector, project management and contextual understanding of the geographical landscape and associated multiple hazards. 

  • With support from supervisors take lead on capacity building of Plan and partner staffs on humanitarian programming. 

  • Ensure enhanced all humanitarian projects are gender responsive, inclusive and integrated with government mechanism.  

  • Support to focal persons at partner in planning, implementation and monitoring of project  as per the given guidelines. Ensures that the programs have project implementation guideline, quality benchmarks in place and is exclusively followed at all levels.  

  • Ensures that all action plans developed after project reviews, evaluations and assessments are followed up and completed by respective partners on time. 

  • Ensures that data is well optimized for the project at all levels by partners, and regular update is done.

  • Ensures incorporation of feminist principle and gender transformative approach in project’s interventions. 


Humanitarian Scale Up

  • Lead for implementation of Ready to Respond (RtR) framework of Plan International Nepal.

  • Ensure humanitarian component are inbuilt during project development process of different thematic programs of Plan International Nepal.

  • Lead all humanitarian component among the major themes prioritized for emergencies within Plan International Child protection in emergencies (CPiE), Skills & Opportunities for Youth Employment and Entrepreneurship in emergencies (SOYYEiE), Education in Emergencies (EiE), Sexual and Reproductive Health Right in emergencies (SRHRiE), WASHiE, Gender in Emergencies (GiE) are major thematic emergencies area.

  • Ensure Gender equality, disability and social inclusion (GEDSI) are embedded in all humanitarian programming.

  • Capacity building of Plan International Nepal and partner staffs in emergencies.

  • Adhere with Emergency Response Manual (ERM) programs and operation of Plan International for humanitarian programming and humanitarian response within organization.

  • Work closely with Humanitarian Response Manager, Emergency Response Team (ERT) of Plan International Nepal for humanitarian programming especially on WASH sector.

  • Support for organizing humanitarian capacity building events for Plan International Nepal staffs.

  • Actively engage in clusters, networks, working group meeting/workshops.

  • Ensure sponsored children/families are reached through project interventions.  


Mainstreaming Plan’s corporate policies in Implementation
 

  • Ensure risks associated with Safeguarding Children and Young People are identified and mitigation measures placed during implementation of project activities.

  • Ensure partner/s and their relevant staff understand and abide by Plan’s mandatory corporate policies during implementation of projects/programmes.

  • Ensure Anti-fraud, Anti-bribery and Corruption policy is clearly articulated to partners and necessary checkpoints are in place to prevent breach.

  • Ensure value-based leadership is practiced by partner/s’ staff.


Monitoring and supervision
 

  • Ensure an approved M&E framework and relevant tools are in place and shared with the project staff members for utilisation.

  • Ensure that partner staff members are oriented on the project’s M&E framework and adapted for monitoring and progress tracking of interventions.

  • Ensure effective project monitoring by taking necessary corrective actions that are being followed up and reviewed periodically 

  • Undertake field monitoring visits (desktop monitoring in case of movement restriction) and report performance against established schedules and targets

  • Review the data/information provided by Monitoring, Evaluation and Research (MER) specialist, provide input and make effective monitoring plan.

  • Work closely with the MERL team at Country Office to ensure that implementation of the activities is done in line with M&E requirements. This include ensuring that links exist with reporting requirements, data management, documentation of best practices, case studies and learning and as set out in plan/log frame. 

  • Document field lessons acquired through monitoring visits and interaction with targeted communities, especially girls and young women. Prepare and disseminate success and failure stories among various departments to inform decision making.

  • Identify best practices, problems and issues around project implementation and works toward finding solutions for improvements, documenting, disseminating them


Resource Mobilisation 

  • Proactively seek out opportunities for funding, investigating and developing innovative and creative new relationships in humanitarian response;

  • Work in collaboration with the Business Development Team and NO on proposal design and budget allocation.


Working in Partnership

  • Collaborate with the Director of Program Partnership and Impact, Regional Offices and strategic partners to achieve program quality as per Program Quality Policy and comply with all partnerships obligations; 

  • Critically evaluate partner’s capacity in terms of capacity  for effective project delivery; and

  • Responsible for the design of a training plan to enhance the Partner’s capacity and monitor it regularly in coordination with Field Implementation.

  • Provide technical support and feedback to program staff both at CO and field, CBO, NGOs, R/Municipality and other concerned individuals to ensure quality design, accountability and implementation of the project activities. 


Advocacy & Influencing

  • Provide leadership to develop priority national campaigns ensuring harmonization with global priority campaigns in collaboration with the Director of Influencing, Campaigns and Communications;  

  • Lead sectoral networking and representation and build relationships and alliances with relevant networks, government bodies, federations and other agencies;

  • Lead evidence-based lobby and advocacy within the sectoral program and work closely with the Director of Influencing, Campaigns & Communication in planning and delivering campaigning and advocacy work and ensure that programme plans include influencing objectives; and

  • Coordinate the production of briefing papers, policy position and public communication materials.

  • Represent Plan in relevant committees, professional networks and mechanism to maintain organisation’s professional image. 



TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Knowledge and Experience

  • Master’s degree in Disaster Risk Management/Risk Reduction, Humanitarian Degree, and/or International Development or related field.

  • Minimum 5 years of relevant experience including grants management for humanitarian projects.

  • Experience in project planning, implementation, partnership management, government engagement, designing / managing of integrated humanitarian projects.

  • Sufficient knowledge on disaster risk management (DRM) and humanitarian response/recovery

  • Proven track record of leading for implementation of Cash and Voucher Assistance (CVA) programming for any humanitarian programs.

  • Knowledge of disaster recovery including digital Cash and Voucher Assistance (CVA) programming with Nepalese context.

  • Proven knowledge of budget tracking and management especially in humanitarian context.

  • Knowledge of MERL, and procurement for humanitarian projects.

  • Understanding of Nepal’s national disaster management structure, systems, plans and priorities including sectoral emergency preparedness and response mechanisms.

  • Extensive experience and expertise in humanitarian models and methods of training, facilitation and capacity building, project management and organizational development for staffs and communities.

  • Experience in networking/engaging with key actors.

  • Good knowledge of written and spoken English.

  • Ability to establish and maintain effective relationships with colleagues, a variety of team members and external contacts, through good written and spoken communication skills
